Diyanet İşleri Başkanlığı Mesleğe Hazırlık ve Tashih-i Huruf Hizmet İçi Eğitim Programlarının Etkililiğinin Değerlendirilmesi

Abstract

Bu araştırma, Diyanet İşleri Başkanlığı tarafından düzenlenen hizmet içi eğitim programları hakkında yapılmıştır. Programların çeşitlilik arz etmesi, katılımcı sayısının fazla olması ve en çok düzenlenen kurs olmaları göz önünde bulundurularak eğitim programlarından 'Mesleğe Hazırlık Eğitim Programı' ve 'Tashih-i Huruf Eğitim Programı' seçilmiştir. Daha detaylı analizler yapabilmek adına konunun çerçevesi eğitim merkezleri ile sınırlı tutulmuştur. Programların etkililiğinin katılımcılar üzerindeki etkisini tespit etmek amacıyla, Başkanlığa bağlı eğitim merkezlerinde 2018-2019 eğitim-öğretim döneminde kurslara katılan din görevlileri örneklem alınarak bir anket çalışması yapılmıştır. Anılan dönemde kursa katılanların tamamına ulaşmanın zorlukları dikkate alınarak, her bölgeden bir eğitim merkezi tercih edilmiştir. Ancak bölgelere göre katılımcı sayısını dengelemek maksadıyla Karadeniz bölgesinden üç, diğer bölgelerden birer eğitim merkezi seçilmiştir. Araştırma grubu, hizmet içi eğitimlere katılan Kur'an kursu öğreticisi, imam-hatip ve müezzin-kayyımlardan oluşmaktadır. Ayrıca programların uygulayıcıları olmaları bakımından eğitim görevlilerinin görüşlerine de başvurulmuştur. Araştırmanın temel problemini, 'Hizmet içi eğitim programlarının içeriği, hedefleri ve etkililiği konusunda kursiyerlerin görüşleri ve önerileri nelerdir?' sorusu oluşturmaktadır. Bu amaçla, önce programların içeriği tahlil edilmiş, daha sonra alan araştırmasına dayalı olarak uygulanan eğitim programlarının etkililiği tespit edilmeye çalışılmıştır. Araştırmada din görevlilerinin hizmet içi eğitim programlarına duydukları ihtiyaç düzeyleri ve görüşleri, programların yeterliliği ve etkililiği çeşitli değişkenlere göre incelenmiştir. Çalışmanın temel amacı, Diyanet İşleri Başkanlığı tarafından düzenlenen hizmet içi eğitim programlarının önemini vurgulamak, programların başlangıcından sonuna kadar yapısal ve işlevsel sorunları imkânlar ölçüsünde tespit edip çözüm önerileri sunmaktır. Araştırmanın verilerine istinaden, din görevlilerinin hizmet içi eğitime ihtiyaç duydukları ve verilen eğitimlerin din görevlilerinin meslekî beceri ve gelişimlerine büyük katkı sunduğu ortaya konulmuştur. Aynı zamanda bu tespitler doğrultusunda din görevlilerine, Diyanet İşleri Başkanlığı'na, paydaş kurum ve kuruluşlara bazı önerilerde bulunulmuştur.

The study is conducted on in-service training programs organized by the Presidency of Religious Affairs. Considering the diversity of the training programs and the large number of participants and the programs' prevalence, 'Preparation for Profession Training Program' and 'Tashih-i Huruf Training Program' are selected among the training programs. The study is limited to training centers in order to make an in-depth analysis. For the purpose of determining the impact of the effectiveness of the programs on the participants, a survey is conducted by taking the sample of the participants in the training centers of the Presidency of Religious Affairs in the 2018-2019 academic year. Considering the difficulties of reaching all of the participants in the mentioned period, one training center from each region is selected. However, in order to balance the number of the participants according to regions, three training centers from the Black Sea region and one per other regions are selected. The study group consists of the Qur'an School teachers, imams and muazzins. Besides, the opinions of the educators are also consulted because they are the implementers of the training programs. The main problem of the research is 'what are the opinions and suggestions of the participants about the content, aims and effectiveness of in-service training programs?'. For this reason, the content of the training programs was analysed first. Then the effectiveness of the implemented training programs was tried to be determined in line with the opinions of the participants based on field research. In the study, the levels of need and opinions of religious personnel for in-service training programs, the adequacy and effectiveness of the programs were discussed according to various variables. The main aim of the study is to emphasize the importance of in-service training programs organized by the Presidency of Religious Affairs, to determine all structural and functional problems from the beginning to the end of the programs and to offer solutions. According to the data obtained from the research, it was revealed that religious personnel need in-service training and the training programs make a great contribution to the professional life of religious personnel. Suggestions were offered to religious personnel, the Presidency of Religious Affairs and related institutions and organizations in the line of implications.
