Yoksullukla Mücadelede Sosyal Yardımlaşma ve Dayanışma Vakıflarının Fonksiyonları: Çarşamba Örneği

Abstract

Yoksulluğun geçmişi çok eskilere dayanmaktadır. Yoksulluk ilk zamanlarda yerel boyuttayken zamanla yerellikten uzaklaşıp uluslararası boyut kazanmıştır ve her toplumda en düşük maliyetli gıda harcamalarına göre yoksulluk belirlenmektedir. Buna göre, belirlenen gelir düzeyine ulaşamayanlar ise yoksul sayılmaktadır. Bunun yanında yoksulluğun gelirle ilgili olmayan görünümleri de mevcuttur. Toplumda mali kısıtlamalara ilaveten yoksulları vasıflarını geliştirmekten alıkoyan kültürel kısıtlamalar ve engeller vardır. Aynı zamanda yoksulluk, toplumsal eşitsizlik yaratmaktadır. Toplumun önemli bir kısmının insanların zorlanmadan yaşam sürmesini engellemekte ve bu kişiler üzerinde psikolojik etkilere sebep olmaktadır. Psikolojik etkilerin yanı sıra toplumsal etkileri de mevcuttur. İnsanları sosyalleşmeden alıkoymaktadır. Aynı zamanda yoksulluk tüm ülkelerin gelir seviyesini de etkilemektedir. Gelir seviyesinin yükseltilebilmesi için de yoksulluğun azaltılması gerekmektedir. Bunun için yoksullukla mücadele yöntemleri geliştirilmiştir. Bu bağlamda özel sivil toplum kuruluşları ve devlet tarafından çeşitli sosyal yardım projeleri yürütülmektedir. Sosyal yardımların verilme sebebi, geçinmekte zorlanan, sosyal dışlanma ile karşı karşıya kalan yoksul kişilerin yaşamlarının güvence altına alınmasıdır. Genellikle kamu sorumluluğu altındadır. Bu kurumlardan bir tanesi de sosyal yardımlaşma ve dayanışma vakıflarıdır. Bu vakıflar, yoksulluğun azaltılmasında büyük bir etkiye sahiptir. Evde temizlik, prefabrik ev, nakdi yardım, yakacak yardımı, bayramlara özel destek yardımı, şuan günümüzün asıl konusu olan korona virüsten dolayı işsiz kalanlara yönelik yardım ve daha birçok yardım türleri mevcuttur. Bu çalışmanın konusu, 'Yoksullukla Mücadelede Sosyal Yardımlaşma ve Dayanışma Vakıflarının Fonksiyonları' olarak belirlenmiş olup, Çarşamba ilçesinde ikamet eden muhtaç vatandaşların gözünden bu vakıfların yoksulluğu azaltmadaki etkisi ortaya çıkarılmaya çalışılmıştır. Aynı zamanda vakıfların işleyişleri, yaptığı yardımlar ve projeleri hakkında detaylı bilgilere de yer verilmiştir. Sosyal Yardımlaşma ve Dayanışma Vakıfları'nın yapmış olduğu bu yardımların muhtaç vatandaşların ihtiyaçlarını karşılama da yeterli olup olmadığı da ortaya konulmuştur.

The history of poverty dates back to ancient times. While poverty was at a local level at first, it moved away from locality and gained an international dimension in time, and poverty is determined in every society according to the lowest cost food expenditures. Accordingly, those who do not reach the determined income level are considered poor. In addition, there are aspects of poverty that are not related to income. In addition to financial constraints in society, there are cultural constraints and barriers that prevent the poor from developing their skills. At the same time, poverty creates social inequality. It prevents a significant part of the society from living without difficulty and causes psychological effects on these people. In addition to psychological effects, there are also social effects. It keeps people from socializing. At the same time, poverty affects the income level of all countries. In order to increase the income level, poverty must be reduced. For this, methods of fighting poverty have been developed. In this context, various social aid projects are carried out by private non-governmental organizations and the state. The reason for providing social assistance is to secure the lives of poor people who have difficulty in living and face social exclusion. It is usually under public responsibility. One of these institutions is social assistance and solidarity foundations. These foundations have a great impact on poverty reduction. Home cleaning, prefabricated house, cash aid, fuel aid, special support aid for holidays, aid for those who are unemployed due to the corona virus, which is the main topic of today, and many other types of aid are available. The subject of this study has been determined as 'Functions of Social Assistance and Solidarity Foundations in Combating Poverty' and it has been tried to reveal the effect of these foundations in reducing poverty from the eyes of the needy citizens residing in Çarşamba district. At the same time, detailed information about the functioning of the foundations, their aid and projects are also included. It has also been revealed whether these aids provided by Social Assistance and Solidarity Foundations are sufficient to meet the needs of citizens in need.
