Devlete İlişkin Tartışmalar Bağlamında Beka Kavramının Sabah ve Sözcü Gazetelerindeki Köşe Yazılarında Yeniden Üretimi: 31 Mart 2019 Yerel Seçimleri Örneği

Abstract

Beka söylemi ve kutsal devlet anlayışı, Türkiye'nin son iki yüz elli yıllık macerasını özetleyen travmatik süreçlerin ve ideolojik sentezlerin çıktıları olarak varlığını sürdürmektedir. Pek çok çalışmanın bulguladığı gibi Osmanlı Devleti'nin dağılma ve Türkiye Cumhuriyeti'nin kurulma süreçlerinde bu psikopatolojik halet-i ruhiye ideolojik spektrumun tüm yüzeylerine yayılmış, Açıkel'in (1996) tanımlamasıyla 'mazlum Türk', kuşatılmışlık ve mağduriyet duygularının baskın olduğu söylemler ve ideolojik sentezler aracılığıyla icat edilmiştir. Kuşatılmışlığın ve mağduriyetin müsebbibi olan Batı ve içerideki işbirlikçilerine karşı uyanık olmak ve devletin varlığının ve ontolojik güvenliğinin kutsallaştırıldığı söylemler Türkiye kamuoyunda sıklıkla mobilize edilmiş ve neredeyse tüm kamusal tartışmaları biçimlendirmiştir. Bu çalışma 31 Mart 2019 yerel seçimleri öncesinde Türkiye kamuoyuna egemen olan Beka tartışmalarının söylemsel kurulumunu incelemeyi amaçlamaktadır. Tezin kuramsal kısmı devlet ideasının felsefi ve tarihsel kökenlerinden hareketle, Kutsal Devlet kavramının Türkiye'deki nevi şahsına münhasır niteliğini tartışmaya açmayı hedeflemektedir. Bu nedenle kuramsal kısım iki bölümden oluşmaktadır. Devlet kavramının ve idealinin felsefi ve tarihsel kökenleri öncelikli olarak incelenmeye çalışılacak daha sonraki bölümde Türkiye'nin kendine has devlet anlayışı ve beka söyleminin tarihsel serüveni tartışmaya açılacaktır. Son olarak bu kuramsal tartışmalar 31 Mart seçimleri öncesinde ve sonrasında Beka söyleminin köşe yazılarında söylemsel olarak nasıl kurgulandığı analiz edilecektir. Bu nedenle Türkiye tarihinde ortaya çıkan ve devletin varlığına ilişkin tehdit olarak algılanan olaylara değinilmiştir. Tezin konusu neticesinde devlet kavramının kuramsal tartışması yapılmış ve 31 Mart yerel seçimlerinde Cumhur İttifakı'nın sıkça kullandığı beka sorununun Türkiye'deki çevrimiçi medyada nasıl işlendiği irdelenmiştir. Bu bağlamda ideolojik yaklaşımları ile farklılık gösteren Sabah ve Sözcü gazetelerinin çevrimiçi medyada yayınlanan köşe yazılarında devletin bekasına yönelik yaklaşımlar incelenmiştir. Araştırmada, Rult Wodak'ın analiz yönteminden yararlanılarak devletin bekası konusunu Sabah ve Sözcü gazetelerinin seçim öncesi ve sonrası nasıl ele alındığına yönelik söylem ve içerik analizi yapılmıştır. Köşe yazıları incelendiğinde Türkiye'de 31 Mart seçim sürecinde geçen beka söyleminin gazetelerde; ekonomi, rejim ve güvenlik sorunu çerçevesinde işlendiği görülmüştür. The discourse of Beka and the understanding of the holy state continue to exist as the outputs of traumatic processes and ideological syntheses that summarize Turkey's adventure of the last two hundred and fifty years. As many studies have found, during the disintegration of the Ottoman Empire and the establishment of the Republic of Turkey, this psychopathological state of mind spread to all surfaces of the ideological spectrum, and, as Açıkel (1996) defined, 'oppressed Turk', siege and victimization feelings dominated discourses and ideological invented through synthesis. Being vigilant against the West and its internal collaborators, who are responsible for the besieged and victimization, and the discourses that sanctify the existence and ontological security of the state were frequently mobilized in the Turkish public and shaped almost all public debates. This study aims to examine the discursive setup of Beka debates that dominated the Turkish public before the 31 March 2019 local elections. The theoretical part of the thesis aims to discuss the sui generis nature of the concept of the Holy State in Turkey, based on the philosophical and historical origins of the idea of the state. Therefore, the theoretical part consists of two parts. The philosophical and historical origins of the concept and ideal of the state will be examined first, and in the next section, Turkey's unique understanding of the state and the historical adventure of the discourse of Beka will be discussed. Finally, these theoretical discussions will be analyzed how Beka discourse is discursively constructed in the columns before and after the March 31 elections. For this reason, the events that emerged in the history of Turkey and were perceived as a threat to the existence of the state are mentioned. As a result of the subject of the thesis, a theoretical discussion of the concept of the state has been made and how the problem of Beka, which is frequently used by the Cumhur İttifakı in the 31 March local elections, is handled in the online media in Turkey. In this context, the approaches to the Beka of the state were examined in the columns published in the online media of Sabah and Sözcü newspapers, which differ from their ideological approaches. In the research, using Rult Wodak's analysis method, a discourse and content analysis was conducted on how Sabah and Sözcü newspapers handled the issue of the Beka of the state before and after the election. When the columns are examined, it is seen that the discourse of Beka in the March 31 election process in Turkey; It has been seen that it has been processed within the framework of the economy, regime, and security problem.
