Doğrudan Demokrasi, Siyasal Katılım ve Kalkınma İlişkisi: Mesudiye Kurultayı Örneği

Abstract

Doğrudan demokrasi, siyasal katılma ve kalkınma kavramları arasındaki ilişki ülkemizde 32 yıldır kesintisiz olarak yapılmakta olan Mesudiye Kurultayı kapsamında incelecektir. Ordu İlinin Mesudiye İlçesinde 1991 yılından bu yana yapılan Kurultaylar, ilçe insanının demokratik geleneklere ve katılımcılığa olan inancını ortaya koymaktadır. Bu anlayış içinde Kurultaylar ilk yıllardakine göre geniş katılımlı bir anlayış sergilemektedir. Mesudiyelilerin ülke genelindeki dernek/vakıf örgütlenmeleri Mesudiyeliliği adeta kurumsallaştırmıştır. Kurultaylar da bu örgütlülüğün bir eseri olarak ortaya çıkmıştır. Türkiye'de bir ilke imza atan bu Kurultayların temel amacı; Mesudiye ilçesinde ve dışarıda yaşayan bütün Mesudiyelilerin kucaklaşmasını, hasret gidermesini sağlamakla birlikte, Mesudiye'nin sorunlarının ve çözüm yollarının tartışılmasını sağlayıp; bu tartışmalar ve önerilerden somut kazanımlar elde edilerek yerel kalkınmaya katkı sağlamasıdır. Kurultaylar, Mesudiye insanının çok önemli bir yönünü daha ön plana çıkarmıştır. Mesudiyeliler, devlet ya da yerel yönetimlerden her şeyi istemek yerine idare ile birlikte Mesudiye için neler yapılabileceğini ortaya koymaya çalışmışlardır. Merkezi ve yerel yönetim yöneticileri, bilim insanları, iş insanları ve tüm Mesudiyeliler birlikte Mesudiye'ye nasıl katkıda bulunulabileceği sorusunu sürekli olarak gündemde tutmaya devam etmişlerdir. Böylece yerel kalkınmaya siyasal katılım ile katkı sağlamayı hedeflemişlerdir. Bu çalışmada temel araştırma konusu olarak siyasal katılım ile kalkınma arasında somutlaştırılabilir bir ilişkinin varlığının var olup olmadığı esas alınılacaktır. Yöntem olarak Kurultay, panel ve yıl içerisinde yapılan değerlendirme toplantıları sonucu ortaya çıkan bildiriler, raporlar ve Kurultay kitaplarının incelenmesi belirlenmiştir. Buradan amaçlanan ise dönem dönem tıkanan temsili demokrasiye yardımcı bir demokrasi oluşumu şeklinde nitelenebilecek ve organik demokrasi olarak adlandırılabilecek bir modelin geliştirilebilmesi adına fiilen atılan adımların tanınırlığını arttırarak benimsenmesi sağlamak.

In this study, the relationship between the concepts of 'direct democracy, political participation, and development', which has been going on for the last 32 years in our country, will be examined in the context of the Mesudiye District Convention. Convention held in Mesudiye District of Ordu Province since 1991 reveal the belief of the people of the district in democratic traditions and participation. In this understanding, the Conventions display a more effective and broader participation approach than in the first years. The association/foundation organizations of the Mesudiye members throughout the country have almost institutionalized Mesudiye. The congresses emerged as a result of this organization. The main purpose of these Convention, which broke new ground in Turkey, is the discussion of Mesudiye's problems and solutions, as well as ensuring that all Mesudiye residents living in and outside the Mesudiye district embrace and relieve their longing. It is also aimed to contribute to local development by gaining concrete results from these discussions and suggestions. Instead of demanding everything from the state or local governments, the people of Mesudiye started to reveal what could be done for Mesudiye together with the administration. Central and local government administrators, scientists, business people, and all Mesudiye residents continued to keep dynamic the question of how to contribute to Mesudiye. Thus, they aimed to contribute to development through political participation. In this study, the main research subject will be the investigation of the existence of an embodied relationship between political participation and development. The papers, reports, and congress books that emerged due to the congress, the panel, and the evaluation meetings held throughout the year will be examined. The aim here is to increase the recognition of the steps taken to develop a model called organic democracy as an alternative democracy to the representative democracy that is blocked from time to time.
