İmar Planı Değişiklerinin Plan Bütünlüğüne Etkilerinin İncelenmesi

Abstract

ÖZETToplumların daha yüksek hayat standartlarına ulaşma istekleri ekonomik, sosyal ve fiziksel oluşumların koordine edilmesini gerekli kılmıştır ve bu da planlama kavramını ortaya çıkarmıştır. Dolayısıyla değişen sosyo-ekonomik koşullar ve uygulamada karşılaşılan problemler nedeniyle plan değişikleri yapılmaktadır.Bu çalışmada, Türkiye'de belirli sosyal ve ekonomik gelişmelerden etkilenen planlama kavramı ve kurumların gelişim süreçleri göz önünde bulundurularak, ?imar planı değişiklikleri? yasal, yönetimsel ve teknik açılarıyla beraber değerlendirilmekte ve bu değişikliklerin planın bütünü üzerindeki olumlu ve olumsuz etkileri analiz edilmektedir.Araştırma alanı olarak Muğla İl Özel İdaresi seçilmiş ve plan değişikliklerinin plan bütününe etkilerini ortaya çıkarmak için arşiv taraması yapılmıştır. Arşiv taraması sonucu elde edilen veriler zaman, tür, konumlarına göre düzenlenip, çeşitli değerlendirmelere altlık oluşturmak üzere tablo ve grafikler üretilmiştir.Sonuç olarak; mevcut ya da öngörülen kentsel dokuyu zedelediği ve kentsel gelişim sürecini olumsuz yönde etkilediği belirlenen İmar planı değişikliklerinin plan bütünlüğünü bozup, giderek planların işlevini yitirmesine neden olduğu tespit edilmiştir.

ABSTRACTDue to the fact that societies want to have higher living standards; economic, social and physical factors should be coordinated and the planning concept is the result of this process. From the point of this view, because of chancing socio-economic conditions and problems faced in implementations, plan modifications have being done.In this study, considering the development process of the planning concept and foundations which have been affected by certain social and economical developments in Turkey, ?modification in development plans? with its legal, administrative and technical aspects have been evaluated and positive and negative effects of these modifications on the whole plans have been analyzed.Muğla Special Provincial Administration was selected as the research area, and archive has been scanned to bring out the effects of plan modifications on the whole plan. The data which has gained from the archive searching has been organized in the respect of its time, kind and location; and some certain tables and graphics have been produced to be used as background for various evaluations.Consequently, as the modifications in development plans give damage to the existing and foreseeing urban structure and affect the urban development period negatively; so it has been determined that the modifications in the development plans demolish the wholeness of the plan and cause the plans to lose functions gradually.
