Öğretmenlerin ve Okul Müdürlerinin Okul Gerilemesi Hakkındaki Görüşleri (Ordu İli Örneği)

Abstract

This research was conducted to explain the causes of school decline by making use of the views of teachers and administrators about school decline. In this study, the School Decline Opinion Scale (FDI) developed by the researcher, consisting of 17 items and 4 sub-dimensions, was used. These sub-dimensions are; dimensions of management, process, physical environment, and legislation related to school decline. 403 teachers and 40 administrators working in Ordu province participated in the research. In the study, it was examined whether there was a significant difference between the opinions of the participants about school decline and their gender, educational status, seniority, length of work at school, the region of their school and the level of their school. Kolmogrov - Simirnow normality test was applied to the participants to test the distribution of the data obtained from the responses of the participants to the scale. In addition, t-test and one-way analysis of variance (ANOVA) were used. In cases where the distribution in the data is not close to each other, Gabriel Analysis, one of the Post hoc tests, was used for significant differences. The data obtained from the analysis of the participants' opinions were interpreted in the light of the literature and various suggestions were made and the research was concluded. According to the results of the research; participants have a fairly high opinion about what might cause school decline. In addition, while there was no significant difference between the school level of the participants and their views on school decline, some semantic differences were found between other demographic variables and their views on school decline. School decline is a concept that has not found a place in our domestic literature. Therefore, it is an important study in terms of showing what school decline is and what can cause school decline. By examining the school decline, which is tried to be prevented in countries with systems of accountability, the declining schools in our country and the causes of this decline can be identified and necessary interventions can be made to these schools. Bu araştırma öğretmenlerin ve idarecilerin okul gerilemesi hakkındaki görüşlerinden faydalanarak okul gerilemesinin nedenlerini açıklamak amacıyla yapılmıştır. Araştırmada araştırmacı tarafından geliştirilen, 17 madde ve 4 alt boyuttan oluşan Okul Gerilemesi Görüş Ölçeği (OGGÖ) kullanılmıştır. Bu alt boyutlar; okul gerilemesiyle ilgili yönetim, süreç, fiziksel ortam ve mevzuat boyutlarıdır. Araştırmaya Ordu ilinde görev yapan 403 öğretmen ve 40 idareci katılmıştır. Araştırmada; katılımcıların okul gerilemesi hakkındaki görüşleri ile katılımcıların cinsiyet, öğrenim durumu, kıdem, okulda çalışma süresi, okullarının bulunduğu bölge ve okullarının kademesi adlı demografik özellikleri arasında anlamlı bir farklılık olup olmadığı incelenmiştir. Katılımcıların ölçeğe verdikleri yanıtlardan elde edilen verilerinin dağılımının testi için katılımcılara Kolmogrov-Simirnow normallik testi uygulanmıştır. Ayrıca t-testi ve tek yönlü varyans analizi (ANOVA) kullanılmıştır. Verilerdeki dağılımın birbirine yakın olmadığı hallerde anlamlı farklılıklar için Post hoc testlerinden Gabriel Analizi kullanılmıştır. Katılımcıların görüşlerinin analizinden elde edilen veriler alan yazın ışığında yorumlanmış ve çeşitli önerilerde bulunulup araştırma sonuçlandırılmıştır. Araştırmanın sonuçlarına göre; katılımcılar okul gerilemesine nelerin neden olabileceği hakkında yüksek sayılabilecek bir görüşe sahiptir. Ayrıca katılımcıların çalıştıkları okul kademesi ile okul gerilemesi üzerine olan görüşleri arasında anlamlı bir fark bulunamazken; katılımcıların diğer demografik değişkenleri ile okul gerilemesi hakkındaki görüşleri arasında bazı anlamsal farklar bulunmuştur. Okul gerilemesi yurtiçi alan yazınımızda yer bulamamış bir kavramdır. Bu nedenle bu çalışma, okul gerilemesinin ne olduğunu ve nelerin okul gerilemesine neden olabileceğini göstermesi açısından önemli bir çalışmadır. Hesap verebilirlik ile ilgili sistemleri olan ülkelerde engellenmeye çalışılan okul gerilemesi incelenerek, ülkemizdeki gerileyen okullar ve bu gerilemenin nedenleri teşhis edilebilir ve bu okullara gerekli müdahaleler yapılabilir.
