Türkiye'deki Havalimanlarının Window-dea Yöntemine Dayalı Etkinlik Değerlendirmesi

Abstract

Geçmişten günümüze sürekli ve hızlı bir biçimde gelişim ve değişim içerisinde oluşan havacılık sektörü, ulaşım sektörü içerisindeki payını her geçen gün artırmaktadır. Bu artış sektöre yapılan yatırımları da beraberinde getirmektedir. Hiç şüphesiz havalimanları yapılan yatırımlar arasında en büyük paya sahip unsurlardan biridir. Yapılan yatırımların büyüklüğü düşünüldüğünde bu yatırımların etkinliğini ölçmek amacıyla yapılan bir çalışma, kaynakların etkin ve verimli kullanımının anlaşılması ve aktarılması açısından son derece önemli olup Veri Zarflama Analizi (DEA-Data Envelopment Analysis) ile elde edilecek sonuçlar havalimanlarının etkin ve verimli yönetiminin artırılabilmesi adına havalimanı işletmecileri için faydalı bilgiler sağlayacaktır. Bu çalışmanın amacı, Türkiye'de bulunan havalimanlarının etkinliğini tespit etmek, yapılan analizle elde edilen bulguları yorumlamak, etkin olmadığı belirlenen havalimanlarının etkinliğinin artırılmasına yönelik çözüm önerileri sunmaktır. Etkinlik tespiti için verilerin yıllık karşılaştırmalarına olanak sağlayan Window DEA kullanılacaktır. DEA, homojen Karar Verme Birimlerinin (DMU-Decision Making Units) göreli etkinliklerinin ölçülmesini sağlayan bir verimlilik ölçüm modelidir. DEA, detaylı analize imkan sağlaması, uygulama ve yorumlama anlamında diğer analiz tekniklerine göre nispeten daha kolay olması gibi sebeplerden dolayı literatürde kendine çok geniş bir yer bulmuş bir yöntem olup çeşitli sektörlerde DEA kullanımı giderek yaygınlaşmaktadır. Window DEA yöntemi ise, Charnes, Cooper, Clark ve Golany tarafından 1985 yılında geliştirilmiştir. Window DEA yönteminde DMU'leri her periyot için ayrı bir birim olarak ele alınarak belirli bir zaman zarfında etkinlik değerlerinin ölçümünün yapılması için kullanılmaktadır. Analiz için kullanılacak veriler Türkiye'de sivil havacılık sektöründe yetkili otoriteler olan Devlet Hava Meydanları İşletmesi (DHMİ) ve Sivil Havacılık Genel Müdürlüğü (SHGM) tarafından elde edilmiştir. Çalışmada verileri bulunan havalimanları incelendiğinde havalimanlarının etkinlik durumlarının dönemlere göre değişiklik gösterdiği görülmüştür. Ek olarak, çalışma kapsamında incelenen havalimanlarının bir kısmının etkin olarak değerlendirilebilmesi için etkinlik skorunun yeterli seviyede olmadığı gözlemlenmiş ve etkinliklerini artırabilecek öneriler sunulmuştur.

The aviation sector, which has been in continuous and rapid development and changes from the past to the present, is increasing its share in the transportation sector day by day. This increase brings with it the investments made in the sector. Undoubtedly, airports are one of the factors that have the largest share of the investments made. Considering the size of the investments made, a study to measure the effectiveness of these investments is extremely important in terms of understanding and transferring the effective and efficient use of resources. The results to be obtained with the Data Envelopment Analysis (DEA) will provide useful information for airport operators to increase the effective and efficient management of airports. The purpose of this study is to determine the efficiency of the airports in Turkey, interpret the findings obtained from the analysis, and offer solutions to increase the efficiency of the airports that are determined to be ineffective. Window DEA, which allows for annual comparisons, will be used for activity detection. DEA is a productivity measurement model that allows the relative efficiency of homogeneous Decision-Making Units (DMU) to be measured. DEA is a method that has found a wide place in the literature due to the reasons such as allowing detailed analysis, being relatively easier in terms of application and interpretation compared to other analysis techniques, and the use of DEA in various sectors is becoming increasingly common. Window DEA method was developed by Charnes, Cooper, Clark, and Golany in 1985. In the Window DEA method, DMUs are considered as different units in each period and are used to measure the efficiency values over a certain period. The data to be used for the analysis were obtained by the General Directorate of State Airports Authority (DHMİ) and the Directorate General of Civil Aviation (DGCA), which are the competent authorities in the civil aviation sector in Turkey. In this study, all airports with uninterrupted data were tried to be examined by keeping the sample as large as possible. When the airports with data in the study were examined, it was seen that the efficiency status of the airports changed according to the periods. In addition, it was observed that the efficiency score of some airports examined within the scope of the study was not at a level that could be evaluated as efficient, and suggestions were offered to increase their efficiency.
