Kamu Kurumlarında Belge Yönetiminde Yenilikçi Uygulamalar: Ondokuz Mayıs Üniversitesi Örneği

Abstract

İnsanlık var olduğundan beridir geçmişten geleceğe öğrendiklerini aktarmak istemekte ve bunun sonucunda gelecek nesillere yol göstermekte ve yaşam kalitesini artırmaktadır. Devamında geçmişten geleceğe bilgileri aktarma yollarını aramış ve yöntemler geliştirmiş durumdadır. Bazen bu yöntemler insandan insana aktarılması ya da o günün çağında geliştirilmiş bir teknoloji kullanılmaktadır. Her çağın kendi imkanları doğrultusunda kullanmış oldukları teknoloji ile birlikte bilgiler kayıt altına alınmış ve insanların yaşamlarına yol göstermeye devam etmektedir. Bu bilgiler doğrultusunda geçmişle gelecek arasında bağlantı kurulması ise birlikte yeni teknolojiler geliştirilmeye başlanmış ve kullanıma devam edilmektedir. Bu teknolojilerin en önemlilerinden biri olan bilgisayar ve devamında bilgisayarlarda üretilmiş bilgilerin mesafe kavramı olmadan aktarılmasını sağlayan internet devrim niteliğinde bir gelişme olarak belirtilmektedir. Bilgisayarların ve internetin gelişmesi ile birlikte üretilmiş olan veriler önce ülkelerin kendi içlerinde devamında ülkeler arası paylaşılmaya devam etmektedir. İlk başlarda web 0.1 teknolojisi ile sadece bilgiye erişim yoluyla hayatımızın baş köşesinde yerleşen internet devamında web2.0 ile birlikte etkileşim haline gelmekte ve günümüzde web3.0 ile birlikte neredeyse insanlık ile bütünleşmiş durumdadır. Teknolojinin gelişmesi, depolama alanlarının artması ve internet hızlanması ile birlikte verinin çeşitliliği de artmaktadır. verinin çeşitliliğinin artması ve bu verinin değişmezliğini kanıtlamak için yeni bir teknolojiye ihtiyaç duyulmaktadır. Bu teknolojilerden en önemli iki tanesi Elektronik Belge Yönetim Sistemi ve E-İmza teknolojisi olarak öncelikle kamu kurumlarında ve devamında neredeyse her sektörde yerini almaktadır. Fiziki ortamda üretilmiş olan verilerin dijital ortamda yürütülmesini sağlayan elektronik belge yönetim sistemlerin dijital dönüşüm yolculuğunun en temel alanlarından birisi olarak bilinmektedir. Dijital ortamdaki verinin değiştirilemezliğini sağlayan e-imza teknolojisi ise Elektronik Belge Yönetim Sistemlerinin bütünsel yapısını tamamlamış ve tüm kurumların iş süreçlerini mekan ve zaman kavramı olmadan yürütülmesine imkan sağlamaktadır. Bunun sonucunda e devlet, dijital devlet ve dijital Türkiye yolculuğunda güvenli ve hızlı bir şekilde yol alınmaktadır.Since humanity has existed, it has wanted to transfer what it has learned from the past to the future, and as a result, it guides future generations and improves the quality of life. Initially, the internet, which settled in the prominent corner of our lives only through access to information with Web 0.1 technology, later became an interaction with Web 2.0. Today, it is almost integrated with humanity with Web 3.0. With the development of technology, the increase of storage areas and the acceleration of the Internet, the diversity of data is also increasing. New technology is needed to increase the diversity of data and to prove the immutability of this data. Two of the most important technologies are Electronic Document Management Systems and E-Signature technology, which take their place primarily in public institutions and almost every sector. It is one of the essential areas of the digital transformation journey of electronic document management systems that enable the execution of data produced in a physical and digital environment. E-signature technology, which ensures the immutability of data in the digital domain, has completed the holistic structure of Electronic Document Management Systems and allows all institutions to carry out their business processes without the concept of space and time. As a result, the way is taken safely and quickly on the journey of e-government, digital state and digital Türkiye.
