İlköğretim Okulu Yöneticilerinin Okulun Parasal Kaynaklarını Yönetme Yeterlikleri

Abstract

Bu araştırmanın amacı İlköğretim Okulu Yöneticilerinin Okulun Parasal Kaynaklarını Yönetme Yeterlikleri'ne ilişkin yönetici ve öğretmen görüşlerini belirlemektir. Bu araştırmada, ilköğretim okulu yöneticilerinin okulun parasal kaynaklarını yönetme yeterliklerine ilişkin yönetici ve öğretmen görüşlerinin cinsiyetlerine, branşlarına, eğitim durumlarına, mesleki kıdemlerine, yöneticilik kıdemlerine, kurs veya seminere katılma durumlarına göre farklılık gösterip göstermediği ortaya çıkarılmaya çalışılmıştır. Araştırmanın evrenini 2008?2009 öğretim yılında, Ordu ili merkezi ve 18 ilçe merkezinde bulunan resmi ilköğretim okullarında çalışmakta olan tüm ilköğretim okulu yöneticileri ve öğretmenleri, örneklemini ise Ordu İl Milli Eğitim Müdürlüğü'nden alınan ilköğretim okulu öğretmen ve yönetici listesinden tarafsız olarak seçilen 121 yönetici ve 444 öğretmen oluşturmaktadır. Araştırmada ?Tarama Modeli? kullanılmıştır. Veriler araştırmacı tarafından geliştirilen İlköğretim Okulu Yöneticilerinin Okulun Parasal Kaynaklarını Yönetme Yeterlikleri Anketi ile toplanmıştır. Elde edilen verilerin analizi SPSS for Windows 11.5 paket programında yapılmıştır. Gruplar arası alt boyut düzeyleri yönünden istatistiksel olarak anlamlı farkın olup olmadığı bağımsız grup sayısı iki olduğunda Mann Whitney U testiyle, ikiden fazla bağımsız grup arasındaki karşılaştırmalarda ise Kruskal Wallis testiyle incelenmiştir. Kruskal Wallis test istatistiği sonucunda farkın anlamlı bulunması halinde parametrik olmayan Çoklu Karşılaştırma testleri kullanılarak farka neden olan grup veya gruplar belirlenmiştir. p<0,05 için tüm sonuçlar istatistiksel olarak anlamlı kabul edilmiştir. Verilerin analizleri sonucunda İlköğretim Okulu yöneticileri grubunda yöneticilerin parasal kaynak sağlamada iç ve dış sistemlerle ilişki kurma düzeyinin yöneticilik kıdemine göre anlamlı farklılık gösterdiği; 16?20 yıldır yönetici olan grubun sırasıyla; 5 yıl ve daha az süredir yönetici olan grup ile 6?10 yıldan beri yönetici olan gruba göre parasal kaynak sağlamada iç ve dış sistemlerle ilişki kurma düzeyi yönünden daha fazla olumlu düşündüğü; İlköğretim Okulu yöneticileri grubunda eğitim yönetimi ili ilgili kurs veya seminerlere katılan yöneticilerin parasal kaynak sağlamada iç ve dış sistemlerle ilişki kurma düzeyine yönelik davranışları kurs veya seminerlere katılmayan yöneticilere göre daha olumlu olduğu; İlköğretim okulu öğretmenleri grubunda sınıf öğretmenlerinin branş öğretmenlerine göre sırasıyla; Okul maliyesi kuram ve ilkelerinde uzmanlık ve parasal kaynak sağlamada iç ve dış sistemlerle ilişki kurma konularında daha fazla olumlu düşündüğü; İlköğretim Okulu yöneticilerinin ilköğretim okulu öğretmenlerine sırasıyla; Okul maliyesi kuram ve ilkelerinde uzmanlık, parasal kaynak sağlamada iç ve dış sistemlerle ilişki kurma ve ekonomi ve muhasebe bilgisi düzeyleri yönünden daha fazla olumlu düşündüğü bulunmuştur.The aim of this research is to determine the opinions of the manager and the teacher about the sufficiency of the managers on the control of the financial source of the school. In this research, it is been tried to find out that if the opinions of the manager and the teacher about the sufficiency of the managers of the primary school having the control of the financial source of the school, change depending on the difference of their sexuality, their branch, their education, their occupational seniority, their administrative seniority and whether or not attending the courses and seminars. All the managers and the teachers working in the primary schoolsin the centre of Ordu and its 18 provinces from the basis of this research in the academic year of 2008?2009, on the other hand 121 managers and 444 teachers who have been selected impartially from the list of the managers and the teachers in the schools choosen by Ordu Public Education forms the sample. In this research Survey is used. The data have been collected together in a questionaire developed by the researcher about the sufficiency of the managers of the primary schools about the control of the financial source. The analysis of the data have been made in the SPSS for Windows in the 11.5 packet program. It has been investigated that if there is a meaningful difference statistically in the level of sub-dimension among the groups, if the number of the independent grup is two, the Mann Whitney U test is used, if the independent group is more than two, then Kruskal Wallis test is used. At the end of the statistical result of Kruskal Wallis test, if there comes out to be a meaningful difference then multi-comparative tests are used in order to identify the group or the groups which cause the difference. All the results have been accepted statistically meaningful for p<0,05. At he result of the analysis of the data about the group of the managers in primary schools, there has been differences in establishing relation with inside and outside system depending on their administrative seniority; Those who are managers for 16-20 years are more positive about the level of specialization at theory and principle of school finance, respectively, than those who are managers for 5 years or less and those who are managersfor 6-10 years. In the group of the managers in the primary schools, managers who attend the courses and the seminars about the educational management show a more positive attıtude about the establishing relation with inside and outside system than those managers who do not attend the courses and the seminars. In the group of the teachers in the primary schools, the classroom teachers have a more positive attitude than branch teachers about the specialization at theory and principle of school finance and the establishing relation with inside and outside system. The managers in the primary schools have a more positive attitude than the teachers in the primary schools about the specialization at theory and principle of school finance, the establishing relation with inside and outside system and knowledge about economy and accounting.
