Abstract
Bu araştırma, Osmanlı Devleti'nden beri süregelen eğitim problemleri ve bu problemlere aranan çözümler, üretilen çözümlerin beraberinde ortaya çıkan köy enstitüleri ve sonrasında yaşanan süreci değerlendirmek amacıyla yapılmıştır. Köy enstitülerinin son dönemi ve Demokrat Parti'nin eğitime bakışı ele alınmadan önce, dönemin daha iyi anlaşılabilmesi için başlangıç olarak Osmanlı Devleti eğitim sistemi temel alınmıştır. Çünkü Osmanlı Devleti'nde eğitim alanında yaşanılan sıkıntılar ve Cumhuriyet Dönemi eğitimi, köy enstitüleri ve Demokrat Parti eğitim sisteminin daha iyi anlaşılabilmesi açısından önem taşır. Osmanlı Devleti ile başlayan süreci Atatürk Dönemi, Cumhuriyet Halk Partisi ve Demokrat Parti ile ilerleyen eğitim politikaları incelenmiştir. Köy Enstitüleri, CHP dönemi eğitim politikaları ele alınırken detaylandırılmıştır. Bu detaylandırma; köy enstitülerinin kurulması, işleyişi ve özellikle 1947'den sonra değişen parti politikalarıyla nasıl bir dönüşüme uğradığı beraberinde DP döneminde nasıl kapatıldığı ve son olarak DP'nin genel olarak eğitime bakış açısı şeklinde olmuştur. Araştırma yapılırken, nitel araştırma yöntemi olarak doküman analizi yöntemi kullanılmıştır. Bunu yaparken de birincil elden kaynaklardan yararlanılmaya çalışılmıştır. Bu doğrultuda; Başbakanlık Cumhuriyet Arşivleri, köy enstitüsünden ve ilk öğretmen okulundan mezunlarla yapılan röportajlar yön gösterici olmuştur. This research has been carried out in order to address the problems of education since the Ottoman Empire and the solutions encountered in these problems and in order to evaluate the artifacts of village institutes and later species. In order to make the period more understandable before the foundation of institutes and Democratic Party, The Ottoman Empire Educational System was based on this research. This is bacause of the problems of the Ottoman Empire, which are tired in the field of education, make it possible for village institute and the Democratic Party Culture System to emerge afterwards. The process that fascinated with Ottoman Empire has been examined with the declaration of the republic, the policies of Atatürk, CHP and DP. During the period of CHP, the details of the village institutes was researched. This detailing is in the form of the establishment of village institutes, its functioning and especially how it was transformed by changing party politics after 1947, how it was closed during the DP period, and finally the general educational view of the DP. During the research a method of qualitative research has been used as a method of analyses of the use of fertilizers. In this view, the archieves of Prime Ministry, TBMM, village institutes and the interviews of teaching school graduates have been helpful.
