Türkiye'de Hemşehri Örgütlenmesi ve Kentleşme Üzerindeki Etkileri: Ordu İli Örneği

Abstract

Türkiye'de 1950'lilerden itibaren ekonomik, sosyal ve kültürel sebepler nedeniyle kırdan kente göç hareketi başlamıştır. Kırdan kente göç edenler, kırdan kopup kolayca kent yaşamını benimsemişlerdir. Bu nedenle kentteki yalnızlık hissini azaltmak için kendi bölgesinden gelen insanlarla sürekli irtibatlı olmuşlardır. Böylece kente daha önceden gelen memleketlileriyle ilişki kurup hemşehrilik bağları kurmuşlardır. Bu ilişki bağı sonucunda kurulan hemşehri derneklerinin amacı, ilk önceleri göçmen kişilerin kente adaptasyonunu, iş, barınma vb. sağlamak iken, daha sonra kişilerin ihtiyaçlarının ve kent olgusunun değişken yapısı doğrultusunda kentin ekonomik fırsatlarının değişim halkalarından birisine dönüşmüştür. Hemşehri dernekleri mahalli idareler bünyesinde de etkili olarak kentin işlevlerini de etkilemiştir. Ayrıca kırdan kente göç eden ve kültürünü kaybetmek istemeyen kişilerin kentte erimesini engelleyerek, kentte gettolaşmayı (kültür odacıklarını) sağlayarak zaten heterojen olan kent kültürünün zenginleşmesini ve çeşitlenmesini sağlama rolünü üstlenmiştir. Bu tez çalışmasında Ordu ili örneği ele alınarak, hemşehri derneklerinin kentleşme üzerinde nasıl ve ne tür etkiler oluşturduğu incelenecektir. The migration movement has started to take off from rural to urban in Turkey during 1950s, due to economic, social and cultural reasons. Those, migrating from rural to urban, have left the rural for good, easily adopting the urban life. For this reason, they've always stayed in touch with people coming from where they came, in order not to feel alone in the city, leading them to establish fellow-townsmenship bonds with these countrymen, who migrated to the city before themselves. The objective of hometown associations, established based on this bond, used to be ensuring the adaptation of migrants to the urban life, along with finding employment and providing accommodation, but then it turned out to be a ring of the assimilation chain for the economic opportunities of urban life in line with their personal needs, following the changing structure of city phenomenon. Having an effective position within the local administrations, hometown associations have affected the functions of cities, as well. Additionally, they took the role of ensuring the enrichment and diversification in the urban culture, which already has a heterogeneous structure, by preventing those, who migrated from rural to urban and who wishes to protect their cultures, to be lost within the urban life, along with enabling ghettoization (cultural chambers). In this thesis study, the type and manner of impacts of hometown associations over urbanization will be analyzed based on the case study of Ordu province.
