Abstract

Duty loss is among the fundamental problems of Turkish public administration, as in many countries today. Because it cannot be said that public enterprises established to meet the basic needs of the society are operated effectively and efficiently. The main reason for this is the duty losses caused by political governments supporting certain people and groups through public enterprises. In fact, the aim of SOEs is to participate in the economic system as an influential actor according to commercial principles, meet social needs and support economic development. Today, SOEs have turned to more strategic areas. In short, duty loss occurs as a result of government policies and creates a heavy burden on the budget. It is not possible to approve these damages, which disrupt the justice of income distribution, in terms of public interest. © 2024, Yerel Yonetim Arastirma Yardim ve Egitim Dernegi.
