Kentsel Dönüşüm Projelerinin İrdelenmesi: Samsun Hastane Mahallesi

Abstract

Kentsel dönüşüm, kentsel sorunlara çare üretmek amacıyla, değişime uğrayan bir alanın sosyal, ekonomik, fiziksel ve çevresel imkanlarına kalıcı bir çözüm yaratmaya çalışan kapsamlı bir çalışmadır. Yerinde Kentsel Dönüşüm kapsamında riskli olduğu tespit edilen yapı yıkılarak, yıkılan yere deprem yönetmeliklerine uygun olarak yeni yapı yapılır. Yapılan bu çalışmada ise Yerinde Kentsel Dönüşüm bağlamında Samsun/Hastane Mahallesi ele alınmıştır. Samsun/Hastane Mahallesi'ne ait bu çalışma, uydu görüntüsü ve hava fotoğrafıyla desteklenmiştir. Samsun Hastane Mahallesi'nde belirli alanlar için buffer analizi yapılmıştır. Samsun/Hastane Mahallesi'nde yaşayan bölge halkı ile anketler yapılmış olup yapılan anketler incelenerek uygulama alanının sosyal yapısı ve halkın beklentileri ortaya konulmuştur. Ve yapılan anket sonuçlarına göre anket yapılan kesimin Yerinde Kentsel Dönüşüm'den ziyade genel bir kentsel dönüşüm yapılmasını istediklerine ulaşılmıştır. Bu çalışmanın Samsun/Hastane Mahallesi'nde yapılacak olan kentsel dönüşüm çalışmasına bir altlık oluşturulması amaçlanmıştır.

Urban transformation is a comprehensive study that seeks to create a lasting solution to the social, economic, physical and environmental opportunities of a changing area in order to produce solutions to urban problems. The site, which is determined to be risky within the scope of Urban Transformation, is demolished and a new structure is constructed in accordance with the earthquake regulations. In this study, Samsun / Hospital District is discussed in the context of Urban Onsite Transformation. This study of Samsun / Hospital District was supported by satellite image and aerial photography. Buffer analysis was performed for specific areas in Samsun Hospital District. Surveys were conducted with the local people living in Samsun / Hastanesi District and the social structure of the application area and the expectations of the public were revealed by examining the surveys. And according to the results of the survey, it was found that the surveyed people wanted a general urban transformation rather than an Urban Transformation in Place. The aim of this study is to create a base for the urban transformation study to be conducted in Samsun / Hospital District.
