Abstract
6331 sayılı İş Sağlığı ve Güvenliği kanunu ile beraber işyerlerine risk değerlendirmesi yapılması zorunluluğu gelmiştir. Bunun yanı sıra 30 Nisan 2013 tarihindeki 28633 sayılı resmi gazetede 'Çalışanların Patlayıcı ortamların Tehlikelerinden Korunması Hakkında' yönetmelik yayınlanmıştır. Doğalgaz kombine çevrim santralleri de öncelikle yakıt olarak kullandığı doğalgazdan dolayı yönetmelik kapsamına girmektedir. Bu çalışmada Marmara Bölgesinde bir kombine doğalgaz santralinde patlayıcı ortam oluşturma ihtimali olan alanlar ve patlama riski oluşturan maddeler belirlenmiştir. Patlama riskinin önlenmesi, sınırlandırılması için alınması gereken önlemler tespit edilmiştir. Belirlenen önlemlere rağmen patlamanın gerçekleşmesi durumunda tehlikeli bölge mesafe hesaplanmıştır. Doğalgaz santralin tehlikeli tespit edilen alanların Bölge 0, Bölge 1 ve Bölge 2 olmak üzere bölge sınıflandırmaları yapılmıştır. Bu sınıflandırmalara göre alanda kullanılması gereken ekipman kodları tespit edilmiştir. Alınması gereken ilave önlemler belirlenmiştir.
It is obligatory to carry out risk assessment at the workplaces with the Occupational Health and Safety Law 6331. The date of April 30, 2013, as well as in the Official Gazette No. 28 633 'On Protection of Employees Against Dangers of Explosive environments' regulations were published. Natural gas combined cycle power plants are primarily covered by this regulation because of the natural gas they use as fuel. In this study, areas which are likely to form explosive atmosphere in a combined natural gas power plant in Marmara Region and substances that cause explosion risk were determined. Measures to be taken to prevent and limit the risk of explosion have been identified. In the event of an explosion despite the precautionary measures, the hazardous area distance was calculated. Zone classifications of Zone 0, Zone 1 and Zone 2 of dangerous areas of natural gas power plant have been made. According to these classifications, the equipment codes to be used in the field have been determined. Additional measures to be taken have been identified.
