Cumhuriyet Dönemi Samsun Emniyet Teşkilatı (1923 - 1945) ve Emniyet Hizmetlerinde Kurumsal Kimliğin Gelişimine Katkısı

Abstract

Bu çalışmada, Cumhuriyet'in ilanınından Emniyet Teşkilatı'nın kuruluşunun 100. yılına kadar (20 Mart 1945) geçen dönem içersindeki Samsun Emniyet Müdürlüğü'nün gelişim ve değişimi incelenmektedir. Giriş bölümünde, Emniyet Teşkilatı'nın tarihi genel olarak anlatılmaktadır. Başlangıçta kolluk, polis, zabıta vb. kavramlara değinilmiştir. Ardından Eski Türkler döneminde, Osmanlı döneminde ve Cumhuriyetin İlanından 1945 yılına kadar geçen dönemdeki Polis Teşkilatı'nda yaşanan gelişmeler incelenmektedir. I. Bölümde, Samsun Emniyet Müdürlüğü'nün tarihi, teşkilat ve kadro yapısı, görev yapan polis müdürleri, personel ve özlük hakları, eğitim vb. konu başlıkları altında anlatılmaktadır. II. Bölümde ise 1923 yılından 1945 yılına kadar geçen dönemde Samsun ilinde meydana gelen asayiş olayları incelenmektedir. Söz konusu olaylar, dönemin gazetelerinden derlenen haberlerle ilişkilendirilip yorumlanarak anlatılmıştır. Ayrıca meydana gelen olaylar, istatistiki verilere dönüştürülerek analiz edilmiştir. Bu çalışmada, Emniyet Teşkilatı'nın tarihinin genel olarak anlatılmasıyla Samsun Emniyet Müdürlüğü'nün yapısının; asayiş olayları ile ilgili haberlerin yorumlanarak analiz edilmesiyle de Samsun Emniyet Müdürlüğü'nün o dönemdeki güvenlik hizmetlerinin daha iyi anlaşılması amaçlanmıştır.

In this thesis, It is examined variation and improvement of Samsun Police Department in the period from proclamation of the republic to centenary of the establishment of General Directorate of Police (20 Mart 1945). In introductory section, It is described the history of General Directorate of Turkish National Police in general. First, it was mentioned on concept of ?kolluk?, ?polis?, ?zabıta?. Then it is examined the developments in General Directorate of Turkish National Police in the period of Ancient Turks, the Ottoman Empire and from proclamation of the republic to 1945. In Section I, history of Samsun Police Department is issued under the titles of, the structure of organization and staff, chiefs of police, employee personal rights, education and etc. In Section II, It is examined criminal events occured in Samsun in the period from 1923 to 1945. These events were described by interpreting the compiled news from the newspapers. Besides, these occured events were analysed by converting them into statistical data. In this thesis, it is aimed to understand the structure of Samsun Police Department by explaining the history of Police Organization generally; understand the security services in that period by analysing the news about criminal events.
