Abstract

Gelişmiş ve gelişmekte olan ülkelerin karşı karşıya kaldığı sosyal güvenlik sorunları, bireysel emeklilik sistemlerinin ortaya çıkmasına neden olmuştur. Gelişmiş ülkelerde nüfusun hızla yaşlanması, işsizlik oranlarındaki artış ve aile yapısında meydana gelen değişiklikler sosyal güvenlik sistemlerini krize sürüklerken gelişmekte olan ülkelerde sosyal güvenliğe ayrılan kaynakların yetersizliği, aktif-pasif dengesinin bozulması, kayıt dışı istihdam ve ekonomik dalgalanmalar ülkelerin krizlerle karşılaşmalarında etkili olmuştur. Bireysel emeklilik sistemleri ise ülkelerin karşılaştığı bu sosyal güvenlik sorunlarına karşı bir önlem olarak ortaya çıkmıştır. Bireysel emeklilik sistemi kimi ülkelerde kamu emeklilik planlarının yerine geçerken Türkiye gibi pek çok ülkede kamu emeklilik planlarını destekleyici nitelikte görev yapmaktadır. Bu çalışma kapsamında; dünyada sosyal güvenliğin gelişimi ile sosyal güvenlik reformu ile sonuçlanan süreç incelenmiş, ayrıca Türkiye'deki özel emeklilik sistemi de mevcut yasal çerçeve doğrultusunda ele alınmıştır.Social Security problems that the developed and developing countries face with played a part in the emergence of individual pension system. The problem leading the social security systems into a crisis in developed countries are rapid aging in population, increase in unemployment rate and the change in family structure, whereas in developing countries these problems appear to be inadequacy of resources reserved for social security, the upset of active-passive balance, unregistered employment and economic fluctuations. Individual pension systems came forward as a precaution for these social security issues that the countries face. In some countries, individual pension systems replaced the public retirement plans; on the other hand, in many countries like Turkey, individual pension systems are carried out as a complementation of the public retirement plans.In this study, we examine the development of social security and the process of reform in the social security in the world. In addition, Turkey's individual pension system's current legal framework is analyzed.
