Türkiye'de Futbol ve Basketbol Branşlarında Meydana Gelen Disiplin İhlallerinin Belirli Yıllara Göre Değişimi

Abstract

Futbol ve basketbol, dünyada olduğu gibi ülkemizde de en popüler spor dallarındandır. Futbol ve basketbol branşında süreç içerisinde meydana gelen değişimler ve gelişimler sonucunda meydana gelen disiplin ihlalleri artmaktadır. Sporda disiplin, spordaki önemli unsurlardan biridir ve sportif kuralların ihlal edilmesi durumunda uygulanmak üzere sporda disiplin kurallarına ihtiyaç duyulur. Sportif faaliyetler içerisinde meydana gelen disiplin ihlalleri de futbolda ve basketbolda farklı şekilde olmakta, verilen cezalar da futbol ve basketbola göre farklı niteliklerde olmaktadır. Bu nedenle araştırmada 2019 ve 2020 yıllarındaki futboldaki ve basketboldaki disiplin ihlallerini kimlerin yaptığı (spor kulüpleri / sporcu / antrenör / idareci), disiplin ihlallerinin sayıları ve disiplin ihlallerinin nedenleri ve bu disiplin ihlalleri neticesinde hükmedilen cezaların niteliklerinin incelenmesi amaçlanmıştır. Çalışmada veriler, nitel araştırma türlerinden biri olan doküman incelemesi yöntemiyle, Türkiye Futbol Federasyonu ve Türkiye Basketbol Federasyonu'nun yayınladığı kararlar üzerinden incelenmiş ve bu veriler ışığında değerlendirme yapılmıştır. Araştırma sonucunda futbolda genel olarak en çok cezayı spor kulüplerinin aldığı, ceza alma nedenlerinin en fazla çirkin ve kötü tezahürat ile Koronavirüs (COVID-19) talimatlarına aykırılık olduğu ve en çok para cezasına hükmedildiği, basketbolda da genel olarak en çok cezayı spor kulüplerinin aldığı, ceza alma nedenlerinin en fazla talimatlara aykırı hareket olduğu ve en çok para cezasına hükmedildiği tespit edilmiştir. Aynı zamanda, literatürdeki verilerin ışığında basketboldaki çirkin ve kötü tezahürat nedeniyle verilen cezaların önemli ölçüde artış gösterdiği ve özellikle futbolda idarecilerin hakaret, saldırı, kavga fiilleri neticesinde aldıkları cezaların sayısının arttığı sonucuna varılmıştır. Futbolda ve basketbolda çirkin ve kötü tezahürat nedeniyle verilen ceza sayısını azaltmak için, bu fiillerde bulunan taraftarların bilinçlenmesi sağlanması, yaptırım içeren hükümlerin daha etkili uygulanması, spor kulüplerindeki idarecilerin gerekli eğitimleri alması önerilebilir.Football and basketball are among the most popular branches of sports in our country and in the world as well. Disciplinary violations that occur as a result of the changes and developments occurring in the football and the basketball branches during the process are increasing. Discipline in sports is one of the important elements in sports and in case of violation of sports rules, discipline rules are needed in sports to be applied. Disciplinary violations that occur within sportive activities also occur differently in football and basketball, and the punishments given are different from football and basketball. Therefore, in this study, it was aimed to examine who committed disciplinary violations in football and basketball in the years of 2019 and 2020 (sports clubs / athletes / coaches / administrators), the number of disciplinary violations and the reasons for the disciplinary violations and the nature of the penalties imposed as a result of these disciplinary violations. In this study, the data were analyzed with the document analysis method, which is one of the qualitative research types, through the decisions published by the Turkish Football Federation and the Turkish Basketball Federation, and an evaluation was made in the light of these data. As a result of the research, it was determined that, in general, in football sports clubs received the most punishments in football, the most reasons for being punished were, unpleasant and offensive chants and violation of the Coronavirus (COVID-19) instructions and mostly fines were imposed, and, in general,in basketball sports clubs received the most punishment as well, the most reasons for the punishment were acts contrary to the instructions and mostly fines were imposed. At the same time, in the light of the data in the literature, it was concluded that the penalties given for unpleasant and offensive chants in basketball increased significantly and the number of punishments taken by the administrators as a result of actions of insulting, attacking and fighting in football increased significantly. In order to reduce the number of punishments for unpleasant and offensive chants in football and basketball, it may be suggested that the supporters involved in these acts are made conscious, the provisions containing sanctions are implemented more effectively, and the administrators in sports clubs receive the necessary training.
