Şeker Pancarı ve Buğday Tohumluğu Üretiminde Teknik Etkinlik ve Fiyat Değişkenliğinin İşletme Organizasyonuna Etkisi

Abstract

Bu araştırmanın temel amacı, Türkiye'de TR83 bölgesinde şeker pancarı ve buğday tohumluğu yetiştiriciliğinde teknik etkinliği ölçmek, tohumluk fiyatlarında meydana gelecek değişikliklerin işletme organizasyonu üzerine etkisini ortaya koymak ve şeker pancarı ile buğday tohumlukları için normatif arz fonksiyonlarını tahmin etmektir. Araştırma verileri şeker pancarı tohumluğu yetiştiren 82 tarım işletmesi ile buğday tohumluğu yetiştiren 72 tarım işletmesinden anket yoluyla toplanmıştır. İncelenen işletmelerin ekonomik analizinde klasik ekonomik analiz yaklaşımları, teknik etkinliğin ölçülmesinde stokastik sınır modeli (SSM), optimum işletme organizasyonlarının belirlenmesinde doğrusal programlama metodu ve tohumluk fiyatlarındaki değişimin optimum plana etkilerini belirlemede değişken fiyatlı programlama metodu kullanılmıştır. Araştırma sonuçları hem şeker pancarı hem de buğday tohumluğu yetiştiriciliğinde ikinci grup tarım işletmelerinin ekonomik performansının, diğerlerinden daha iyi olduğunu göstermiştir. Etkinlik analizi sonuçlarına göre, her iki yetiştiricilik türünde de teknik etkinlik yüksek düzeydedir. Şekerpancarı ve buğday tohumluğu yetiştiren işletmeler için teknik etkinlik skorları sırasıyla 0,97 ve 0,81'dir. Araştırma sonuçları ayrıca incelenen şeker pancarı ve buğday tohumluğu yetiştiren tarım işletmelerinin mevcut durumdan olması gereken organizasyona geçtiklerinde, brüt ve tarımsal gelirlerinin yükseleceğini göstermiştir. Brüt gelir artışı şeker pancarı tohumluğu yetiştiren birinci grup işletmelerde %81 ve ikinci grup işletmelerde %32 iken, birinci ve ikinci grup buğday tohumluğu yetiştiren işletmelerde sırasıyla %118 ve %2'dir. Her iki işletme büyüklük grubunda da şeker pancarı tohumluğunun arzı elâstik iken buğday tohumluğu arzı inelastiktir Şeker pancarı tohumluğu arz elastikiyeti birinci grup tarım işletmelerinde 48,82 ve ikinci grup işletmelerde 11,97'dir. Arz elastikiyeti inceleme alanında buğday tohumluğu yetiştiren birinci grup işletmelerde 0,78 ve ikinci grup tarım işletmelerinde 0,02'dir. Karar alıcıların tohumluk fiyatı konusunda araştırma sonuçlarının ürettiği arz elastikiyetlerini dikkate alarak davranmaları şeker pancarı ve buğday arz güvencesinin sağlanmasına olumlu katkı sağlayabilecektir. Diğer taraftan özellikle teknik tohum yetiştiriciliği ve kayıt tutma konularına ağırlık vererek düzenlenecek çiftçi eğitimi ve yayım çalışmaları incelenen tarım işletmelerinin etkinliklerini artırabilecektir.

The main purposes of the study were (i) to calculate the technical efficiency scores for sugar beet seed growing farms and wheat seed growing farms, (ii) to explore the effects of seed prices variation on farm organizations and (iii) to estimate the normative sugar beet and wheat supply functions in TR83 region of Turkey. The research data were collected from 82 sugar beet seed growing farms and 72 wheat seed growing farms by using well designed questionnaire. During the stage of financial analysis, efficiency analysis, developing optimum farm plan and exploring the effects of seed prices variation on farm organizations, classical economic analysis approach, stochastic frontier model, linear programming and variable price programming were used, respectively. Research results showed that the second group of farms raising sugar beet and wheat seed was financially successful comparing to first group farms. Based on the results of the efficiency analysis, technical efficiency was satisfactory level in both sugar beet seed growing farms and wheat seed growing farms. The mean technical efficiency scores of sugar beet seed growing farms and wheat seed growing farms were 0,97 and 0,81, respectively. Research results also showed that the gross income of the examined farms would increase if examined farms adapted themselves to the optimum farm plan. The increase in gross income of first and second group farms that growing sugar beet seed were 81% and 32%, respectively. However, the increase in gross income of first and second group farms that growing wheat seed were 118% and 2%, respectively. The supply of the sugar beet seed was elastic, while that of wheat was inelastic. The supply price elasticity of sugar beet seed in first and second group farms were 48,82 and 11,97, respectively. On the other hand, the supply price elasticity of wheat seed in first and second group farms was 0.78 and 0.02, respectively. Policy maker's attention to the research findings related to supply elasticity when focusing on the price of sugar beet and wheat seed prices may positively affect the production security of sugar beet and wheat. Designing farm education programs and extension programs focusing on technical side of seed production and record keeping may increase the technical efficiency of farms in the research area.
