Emniyet-i Umumiye Müdüriyeti Kayıtlarına Göre Polis Teşkilatı Kadro Hareketleri (1909-1938)

Abstract

Çalışmada, Emniyet-i Umumiye Müdüriyetinin kuruluşu ile 1938 yılına kadar geçen dönem içerisinde Emniyet Teşkilatı kadrosunun gelişimi incelenmektedir.Giriş bölümünde, Emniyet Teşkilatına temel teşkil eden terimler ile polisin tanımı yapılmıştır.I. Bölümde, Emniyet-i Umumiye Müdüriyeti dönemine kadar olan süreçte Polis Teşkilatının geçirdiği tarihi safahat, II. bölümde Zaptiye Müşiriyeti, Zaptiye Nezâreti, Emniyet-i Umumiye Müdüriyeti ve Cumhuriyet Dönemi Emniyet Teşkilatının kadrosundaki hareketler; III. bölümde ise tarihî perspektif içerisinde Türk Emniyet Teşkilatının eğitim kadroları ve tahsil durumu (Emniyet-i Umumiye Müdüriyeti kayıtlarından ve diğer kaynaklardan derlenen bilgiler aracılığı ile) istatistiksel verilere dönüştürülerek yorumlanmıştır.Çalışmada, Emniyet Teşkilatı tarihindeki kadro hareketlerinin genel olarak anlatılmasıyla o dönem teşkilatının yapısının açıklanmasına çalışılmıştır.In this research, the development and the alteration of police staff, from beginning of General Directorate of Turkish Police to 1938 are examined.In introductory section, the basic terms and definition of Police are described.In section I; from the beginning t oto the phase of Emniyet-i Umumiye Müdüriyeti, the history and the historical phases of General Directorate of Turkish Police are outlined. In section II; Zaptiye Musiriyeti, Zaptiye Nezâreti, Emniyet-i Umumiye Muduriyeti and the reorganization of Police in the period of Republic are studied. In section III; the educational situation and the trainers of Police are taken into account, according to the records of General Directorate of Turkish Police. Also these records are analized through with statistics.In this research, the development, the structure and the mission of Turkish Police are worked on.
