Canik Mebuslarının Iı. Meşrutiyet Döneminde Meclis-i Mebusan'daki Faaliyetleri

Abstract

Osmanlı Devleti'nin iktidar anlayışındaki değişmeler 1876 yılında ilan edilen Kanun-ı Esasi ve Talimat-ı Muvakkate ile birlikte parlamento sistemine geçilmesi şeklinde kendini göstermiş ve Meclis-i Umumi açılmıştır. Osmanlı Devleti'nin seçim tarihi açısından bakıldığında seçimlerin nasıl yapılacağını belirleyen ve 6 Kasım 1876'da ilan edilen Talimat-ı Muvakkate ile II. Meşrutiyet dönemi Seçim Kanunu önemli gelişmeler olarak görülebilir. Böylece mebusların kimler tarafından ve nasıl seçileceğine dair şartlar ve mebus seçilebilme şartları karara bağlanmıştır. Meşrutiyet dönemi iç ve dış siyasi çalkantılar sebebiyle sancılı seçimler yaşanmış, II. Meşrutiyet döneminde İttihat ve Terakki gösterdiği faaliyetlerle seçimleri etkilemiştir. II. Meşrutiyet dönemi seçimlerine etki eden siyasi koşullar Canik sancağındaki seçimlerde de kendisini göstermiştir. Çalışmamızda Canik sancağındaki seçim ortamı ve seçim sonuçları ele alınarak incelenmeye çalışılmıştır. Çalışmamızın asıl konusu olan Canik mebuslarının Meclis-i Mebusan'daki faaliyetleri, Meclis-i Mebusan zabıt cerideleri analiz edilerek ortaya konmaya çalışılmıştır. Canik mebuslarının meclis müzakerelerinin seyrine ve alınan kararlara nasıl etki ettikleri, mebusların hangi konular üzerinde durdukları gibi sorulara cevap almak amaçlanmıştır. Mehmet Ali Bey, Canik mebusları arasında mecliste en çok söz hakkı kullanan mebus olarak göze çarpmaktadır. Müzakere edilen bazı konularda, doğduğu Girit ve ahalisinden bulunup mebus seçildiği Canik hakkında bilgiler veren Mehmet Ali Bey, Canik Bidayet Mahkemesi Reisliği görevindeyken edindiği tecrübeleri de yansıtmıştır. Mecliste faaliyet gösteren bir diğer Canik mebusu Mustafa Nail Bey ise, Maliye Nazırlığı gibi bulunduğu önemli görevler sebebiyle özellikle bütçe görüşmelerinde etkin olmuştur. Diğer Canik mebuslarının meclis görüşmelerine az iştirak ettiği görülmüştür. Mebusların kısa özgeçmişlerine de çalışmamız kapsamında yer verilmeye çalışılmıştır.

Changes in the conception of power in the Ottoman Empire emerged as a transition to the parliamentary system with the Constitution and Provisional Instructions declared in 1876, and the General Assembly was formed. Considering the election history of the Ottoman Empire, Provisional Instructions, which determined how the elections would be held and was declared in November 6, 1876, and the Second Constitutionalist Monarchy Period Electoral Law can be seen as major developments. Thus, the terms about how and by whom the members of parliament could be elected was decreed. Troublesome elections were held during the Constitutional Monarchy period due to domestic and foreign political turmoils, and the Union and Progress Association had influenced the elections with its activities during the Second Constitutional Monarchy period. The political stance which had an influence on the elections during the Second Constitutional Monarchy period also rose up during the elections in the Canik District. The election atmosphere and election results in the Canik District were included in the scope of this study, and we tried to analyze them as a result of the topic of this study. The activities of the Parliament Members of Canik in the First Turkish Parliament, which constitute the primary topic of our study, have been discussed analyzing the First Turkish Parliament minutes. We aimed to find answers to questions about how the Parliament Members of Canik influenced the progresses of the Parliamentary Negotiations and the decisions taken; and which topics they dwelled upon. Mehmet Ali Bey stands out as the Parliament Member who took the floor most at the parliament from among the Parliament Members of Canik. Giving information about his birthplace Crete and Canik, the city of which he is an inhabitant and from where he was elected as a Parliament Member, Mehmet Ali Bey also delivered the experiences he had gained during his duty as the Chief Justice of the Canik Court of First Instance. Mustafa Nail Bey, another Parliament Member of Canik active within the Parliament, had been especially influential in the budget discussions due to the important positions he held such as Ministry of Finance. It was observed that the other Parliament Members of Canik attended less frequently the parliament negotiations. In this study, we tried to include the personal backgrounds of parliament members as well.
