Publication: Türkiye'de Hükümet Sistemlerinin Kamu Yönetimine Etkileri Bağlamında Cumhurbaşkanlığı Hükümet Sistemi
Abstract
Bürokratik devlet geleneğine haiz Türkiye uzun soluklu parlamenter sistem deneyimin ardından 2017 yılında gerçekleştirilen Anayasa değişikliği ile birlikte Cumhurbaşkanlığı hükümet sistemine geçmiştir. Değişiklik öncesine kadar yapılan hükümet sistemi tartışmaları ise daha çok siyasal boyutta kalmış ancak kamu yönetimi üzerine yeterince değerlendirme ve kritik yapılmamıştır. Bu çalışma modernleşme sürecinin başlangıcından günümüze kadar gelen süreçte hükümet sistemlerinin nelerden etkilendiğini ve Türk kamu yönetimi üzerinde ne gibi etkiler yaptığı gerekçeleri ile incelemiş, elde edilen veriler ışığında Cumhurbaşkanlığı hükümet sisteminin de Türk kamu yönetimi üzerinde ne gibi etkilerde bulunduğu ve bulunabileceği çalışmada ele almıştır. Çalışmada yapısal ve işlevsel boyutlarıyla ele alınan kamu yönetimi bir yandan erkler arası ilişkiler boyutuyla, diğer yandan da 'örgüt, norm düzeni, kamu personeli, kamu politikası, kamu maliyesi ve halk' gibi kamu yönetiminin unsurları boyutuyla değerlendirilmiştir.
Following a long-standing tradition of a parliamentary system, Turkey, which has a deep-rooted tradition of statehood, adopted a presidential system of governance in 2017 after the approval of the constitutional amendment package. The government system debates prior to the constitutional amendment remained mostly within the political realm. However, there was no adequate assessment and evaluation to explain the effects of the new presidential system on public administration. This study examines what influences government systems and their effects on the Turkish public administration from the beginning of the modernization process to the present day. In light of the data obtained, the study also discusses how the presidential system impacts the Turkish public administration, along with what effects it might have in the future. In the study, public administration, considered on both structural and functional dimensions, is also analyzed within the context of a relationship among powers. The study further investigates public administration based on its elements such as, 'organization, norm-based system, public personnel, public policy, public finance, and the general public.'
