Cumhuriyet Dönemi Osmanlı Ötekileştirmesi (1923-1938)

Abstract

Bu çalışmanın temel kaygısı, yeni bir ulus devlet rejiminin inşası sürecinde eski rejime karşı yeni rejim ideolojisinin yönlendirdiği, red ve ötekileştirme politikalarını anlamaktır. Bu çerçeve dahilinde, Türkiye ve Osmanlı imparatorluğu özelinde, eski ve yeni rejim arasında bir kontrast inşa etmeye yardım eden bir politik enstrüman olarak ötekileştirmenin doğasına odaklanılmıştır. Çalışmamın ilk bölümünde, Osmanlı İmparatorluğu'ndan Türkiye Cumhuriyeti'ne geçiş sürecinde ortaya çıkan 'devamlılık' ve 'kopuş' meselelerine ilişkin tartışmalara dair bazı sorular sorulmuş ve ilerleyen bölümlerde bu soruların yanıtları aranmıştır. Ötekileştirme ve siyaset ilişkisinin tekikinden sonra, Türk modernleşme sürecinde Osmanlı ve Cumhuiyet dönemlerinin karşılaştırmaları yapılmıştır. Buna dayanarak, süreklilik ve kopuş tartışmaları yorumlanmıştır. Daha sonra, toplumsal hafızanın devlet tarafından tasarlanması ve yeni rejimin inşası sürecinde politik araçların nasıl kullanıldığı tartışılmıştır. Cumhuriyet döneminin ideolojisi olarak Kemalizm tarafından gelenek ve geçmiş algısının nasıl oluşturulduğu ve bu konuda hangi argüman ve enstrümanların kullanıldığı soruşturulmuştur. İdeolojik bir aygıt ve politik bir kurgu olarak kullanılan Redd-i Miras politikalarının incelenmesinin akabinde, kaynaklara dayanarak yeni rejimin Osmanlı dönemini reddederek toplum üzerindeki iktidar gücünü meşrulaştırmaya dönük çabaları analiz edilmiştir.

The basic concern of this study is to understand the refusing and othering politics that has been directed by new regime ideology against former regime in a construction process of a new nation state regime. Within this framework, it has been focused on the nature of othering as a political instrument that helps to build a contrast between old regime and new regimes in terms of modern Turkey and Ottoman Empire. In the first part of my study, there have been asked some questions related with discussions about 'continuity' and 'break' issues that have been occured in the transition period which is from Ottoman empire to Republic of Turkey, and have been searched for the answers in the later parts of thesis. After the examination of the relation of othering and politics, Ottoman and Republican period comparisons were made within the process of Turkish modernization. Depending on this, discussions on break and continuity have been commentated. Then, the designing of social memory by the state, and how the political devices were used in the process of construction of the new regime were discussed. As the ideology of the Republican era, it was investigated how tradition and perception of past were formed and which arguments and instruments were used by Kemalism. After examination the politics of 'disclaimer of heritage' which has been used as an ideological apparatus and a political fiction, depending on the sources, it has been analyzed how new regime was made an effort to establish the legitimazion of its power on society by refusing the Ottoman era.
