Özel Eğitim Meslek Okulu Kitaplarının Öğrenme Çıktıları ve Ölçme Değerlendirme Süreçlerinin Analizi

Abstract

Bu araştırmada, özel eğitim meslek okullarında 2023–2024 eğitim-öğretim yılında kullanılan ders kitaplarının öğrenme çıktıları ile ölçme ve değerlendirme süreçleri açısından incelenmesi amaçlanmıştır. Araştırma, Talim ve Terbiye Kurulu Başkanlığı tarafından yayımlanan Türkçe, Matematik, Müzik, Görsel Sanatlar, Sosyal Hayat, Din Kültürü ve Ahlak Bilgisi ile Beden Eğitimi ders kitaplarını kapsamaktadır. Araştırma nitel desende yürütülmüş; veri toplama aracı olarak, alan yazına dayalı biçimde geliştirilen ve içerik geçerliği özel eğitim, program geliştirme ve ölçme-değerlendirme alanlarında uzman 3 akademisyen ile 2 öğretmenin görüşleri doğrultusunda sağlanan 'Ders Kitapları İnceleme Formu' kullanılmıştır. Uzman görüşleri Lawshe (1975) içerik geçerlik oranı yöntemiyle analiz edilmiş, %80 ve üzeri oranda uygun bulunan maddelerle formun geçerliği sağlanmıştır. Güvenirlik ise araştırmacılar arası görüş birliğiyle kontrol edilmiştir. Elde edilen veriler, betimsel ve içerik analiz teknikleriyle çözümlenmiştir. Araştırma bulguları, ders kitaplarının bireysel öğrenme farklılıklarına duyarlılık, yaşam becerilerine dayalı içerik ve öğrenci merkezli ölçme-değerlendirme sistemleri açısından sınırlılıklar taşıdığını göstermektedir. Bu durum, özel eğitim materyallerinin yeniden yapılandırılması gereğini ortaya koymaktadır. Araştırmanın sonuçlarının, özel eğitim politikalarının geliştirilmesine ve bireyselleştirilmiş, yaşam temelli, etkili değerlendirme uygulamalarına sahip öğretim materyallerinin geliştirilmesine katkı sunması beklenmektedir. This study aims to examine the learning outcomes and the measurement and evaluation processes of textbooks used in special education vocational schools during the 2023–2024 academic year. The research covers textbooks published by the Board of Education and Discipline for the following subjects: Turkish, Mathematics, Music, Visual Arts, Social Life, Religious Culture and Moral Knowledge, and Physical Education. The study was conducted using a qualitative research design. Data were collected through a 'Textbook Review Form' developed based on a literature review and refined with input from seven experts, including three academics specializing in special education, curriculum development, and assessment, and two practicing teachers. Expert feedback was evaluated using Lawshe's (1975) content validity ratio method, and items with a consensus of 80% or more were retained. Reliability was ensured through inter-rater agreement. The data were analyzed using descriptive and content analysis techniques. The findings reveal that the textbooks exhibit limitations in addressing individual learning differences, incorporating life skills-oriented content, and implementing student-centered assessment systems. These results underscore the need to restructure special education materials in alignment with individualized, life-based, and effective evaluation practices. The study is expected to contribute to the development of special education policies and the improvement of instructional materials that support inclusive and student-responsive learning environments.
