Publication: İkinci Dünya Savaşı Öncesi Türk Ordusu'nun Modernizasyonu Çerçevesinde Türk-İngiliz İlişkileri (1936-1939)
Abstract
Bu çalışmanın temel hedefi, İkinci Dünya Savaşı'nın hemen öncesindeki kritik süreçte savunma gücünü arttırmak isteyen Türkiye'nin, bu amaçla yaptığı hazırlıkları ve özellikle İngiltere'den aldığı ekonomik ve askeri yardımların, bu dönemde iki ülke arasındaki ilişkileri ve Türk dış politikasını nasıl etkilediğini genel olarak incelemektir. Birinci Dünya Savaşı ve Milli Mücadele dönemlerinde gergin bir seyir izleyen Türk-İngiliz ilişkileri, 1926'da Musul Meselesi'nin halledilmesiyle birlikte yumuşamaya başlamış ve 1936'daki Montrö Konferansı ile birlikte iş birliği dönemine girmiştir. 1939 yılında imzalanan Üçlü İttifak Antlaşması ile bu iş birliği daha da pekiştirilmiştir. İki ülke arasındaki bu yakınlaşmada, o dönemde Almanya ve İtalya tarafından yürütülen revizyonist hareketlerin de büyük bir rolü olmuştur. Mevcut statükonun korunmasından yana olan Türkiye, yine de muhtemel bir savaş tehdidine karşı koyabilmek için Ordu'sunu güçlendirmeye çalışmıştır. Bu konudaki eksikliklerini tamamlamak isteyen Türkiye, o dönemde yakın ilişkiler içinde olduğu İngiltere'ye başvurmuştur. Stratejik öneminden dolayı dostluğuna çok değer verdiği Türkiye'yi kendi yanına çekmeye çalışan İngiltere, bu yardım talebini sevinçle karşılamıştır. Özellikle hava kuvvetlerinin takviye edilmesine özen gösteren Türkiye, 1936 yılından itibaren savunma gücünü arttırma çalışmalarına hız vermiştir. Bu nedenle tez çalışması, 1936 yılından başlatılmıştır. Tezimizin farklı bölümlerinde Türkiye'nin, hava, deniz ve kara kuvvetlerini güçlendirmek amacıyla 1936-1939 yılları arasında İngiltere'den aldığı ekonomik ve askeri yardımlar ile bu ülkenin, Türk ihtiyaçlarını karşılamak konusuna verdiği önem, değerlendirilmeye çalışılmıştır. The main aim of this study is to examine the preparations made by Turkey to increase its defense power in the critical period just before the Second World War. This study also explains especially how the economic and military aid that Turkey received from England in this period affected the relations between the two countries and Turkish foreign policy in general. The Turkish-British relations, which had followed a tense course during the First World War and Turkish National Struggle, began to soften with the settlement of the Mosul issue in 1926 and entered a period of cooperation with the Montreux Conference in 1936. This cooperation was further strengthened with the Triple Alliance Treaty signed in 1939. The revisionist movements carried out by Germany and Italy at that time also played a major role in this rapprochement between the two countries. Turkey, which was in favor of preserving the current status quo, nevertheless tried to strengthen its army in order to counter a possible war threat. In order to complete its deficiencies in this matter, Turkey applied for the support of the United Kingdom, with which it had close relations at that time. England, which tried to attract Turkey to its side, welcomed this request for help with joy because of Turkey's strategic importance. Turkey paid particular attention to the reinforcement of its air force and accelerated its efforts to incerase its defense power since 1936. Therefore, the thesis work was started from this date. In different parts of our thesis, it has been tried to evaluate the economic and military aid that Turkey received from Britain between 1936-1939 in order to strengthen its air, sea and land forces, and the importance that this country attached to meeting Turkish needs.
