İŞKUR İl Müdürlüklerinin Performanslarının Dinamik Veri Zarflama Analizi İle İncelenmesi

Abstract

Kurumlar için etkinlik ve performans ölçümü, mevcut durumlarını ve problemlerin hangi noktalarda yoğunlaştığını görmeleri açısından önemlidir. Bu süreçte mevcut sorunlara yönelik olarak geliştirilecek karşı önlemler, kurumları gelecekte olmak istedikleri noktaya taşıyabilecek anahtar faaliyetlerdir. Türkiye İş Kurumu 2018-2022 Stratejik Planı incelendiğinde, Faaliyet Alanı Hizmet Listesi kısmında 'İl Müdürlüklerinin Performanslarını Ölçümleme' yer almaktadır. Buradan hareketle, 81 İl Müdürlüğünün 2009-2017 yılları dönemindeki etkinlik ölçümleri merak edilmiştir. Pek çok Veri Zarflama Analizi (VZA) uygulamasında, Karar verme birimlerine (KVB) ait belli bir t anındaki veriler kullanılmaktadır. Şayet çok periyotlu bir veri söz konusu ise, panel veri seti kullanımı söz konusu olur ve etkinliğin zaman içerisindeki değişimi gözlemlenebilir. Bu amaç doğrultusunda, İŞKUR (Türkiye İş Kurumu) Genel Müdürlüğüne bağlı 81 İl Müdürlüğünün 2009-2017 yılları arasındaki etkinlik ölçümleri Dinamik Veri Zarflama Analizi (DVZA) yöntemi ile incelenmiştir. Etkin olan ve etkin olmayan il müdürlükleri belirlenmiştir. Etkin olmayan il müdürlüklerinin etkin olabilmeleri için kendilerine referans almaları gereken etkin il müdürlükleri belirtilmiştir.Efficiency and performance measurement for the instutions are important to see in terms of their current situations and the points where the problems are concentrated. The counter measures that will be developed for the current problems in this process are key activities that can move the institutions to the point they want to be in the future. When the Strategic Plan of Turkey Business Council between 2018-2022 is investigated, 'Measuring the Performance of Province Managements' is included in Activity Area Service List section. From this point of view, efficiency measurements of 81 Province Managements between 2009-2017 years have been researched. In many applications of Data Envelopment Analysis (DEA), data of decision-making units (DMU) in a specific t time are used. If there is a multi-period data, it is necessary to use the panel data set and the change of the efficiency over time can be observed. For this purpose, depending on General Management of İŞKUR (Turkey Business Association) efficiency measurements between the years of 2009-2017 of 81 Province Managements have been investigated by using Dynamic Data Envelopment Analysis Method(DDEA). Efficient and inefficient province managements are determined. It has been pointed out that the efficient Province Managements that inefficient Province Managements should take as reference themselves in order to be efficient.
