Emniyet Teşkilatı Emniyet Hizmetleri Sınıfı Personelinin İletişim Becerilerinin Bazı Değişkenler Açısından İncelenmesi

Abstract

1ÖZETBu çalışmanın amacı, Emniyet Teşkilatı Emniyet Hizmetleri SınıfıPersonelinin iletişim becerilerinin yaş, cinsiyet, çalıştığı birim, medeni hali,çocuk sayısı, eğitim durumu, meslekte çalıştığı süre ve meslekten önceyaşadığı yerleşim yeri değişkenleri açısından incelenmesidir.Araştırmaya 2004 yılında Samsun İl Emniyet Müdürlüğü'nde çalışan507 Emniyet Hizmetleri Sınıfı Personeli katılmıştır. Araştırmaya katılanpersonelin iletişim beceri düzeyleri Balcı (1996) tarafından geliştirilen İletişimBecerileri Envanteri ile ölçülmüştür.Araştırma bulgularına göre Emniyet Hizmetleri Sınıfı Personelininbulundukları yaşa göre iletişim beceri düzeylerinde anlamlı bir farklılığınolmadığı, cinsiyet faktörüne göre bayan personelin erkek personele görezihinsel iletişim becerilerinin daha yüksek olduğu, duygusal, davranışsal vetoplam puanlarına göre iletişim becerilerinde anlamlı farklılık olmadığıbulunmuştur.Çalışılan birime göre Çevik Kuvvet, Şubeler (Kaçakçılık, Terör,Cinayet, İnfaz, Ahlak, Hırsızlık, Özel Harekat) ve Büro Hizmetlerinde çalışanpersonelin iletişim beceri düzeylerinin Önleyici Hizmetler-Polis Merkezleri veTrafik Hizmetlerinde çalışan personele göre daha yüksek olduğu, medenidurumuna göre Emniyet Hizmetleri Sınıfı Personelinin iletişim becerilerinde;bekar olan personelin evli olan personele göre daha yüksek iletişim beceridüzeyine sahip olduğu görülmektedir.2Sahip oldukları çocuk sayısına göre Emniyet Hizmetleri SınıfıPersonelinin iletişim becerilerinde anlamlı farklılığın olmadığı, eğitimdurumuna göre; yüksekokul ve üniversite mezunu personelin ilk, orta ve lisemezunu personele göre daha yüksek iletişim beceri düzeyine sahip olduğuanlaşılmıştır.Meslekte çalışılan sürelere göre iletişim becerilerinde 0-5 yıllık ve 21yıl ve üzeri çalışan personelin iletişim becerilerinin 11-15 ve 16-20 yıl çalışanpersonele göre daha yüksek olduğu, meslekten önce yaşadığı yerleşim yerinegöre; büyükşehir, şehir, ilçe ve köyde yaşayan Emniyet Hizmetleri SınıfıPersonelinin iletişim beceri düzeyleri kasabada yaşayan personele göre dahayüksek olduğu anlaşılmıştır.Elde edilen bulgular literatür ışığında yorumlanmış ve önerilerdebulunulmuştur.

1ABSTRACTThe aim of this study is to evaluate communication skills of the policeofficers on age, sex, working place, marital status, child number, education,working period and living place before the job.507 police officers who work in Samsun Province Directorate of thePublic Security participated in this research in 2004. Communication skillslevels of the police officers who have participated in the research weremeasured by ?Communication Skills Inventory? which was developed by Balcı(1996).According to the research findings, there is no signigicant difference incommunication skills levels according to the age, but the communication skillsof the policewomen are higher than the policemen according to the gender.Additionaly there are no significiant differences in the emotional, behavioraland total communication skills.According to the department they work in, it has been seen thatcommunication skills levels of the police officers who work in mobile force,offices and sections (such as smuggling, terror, murder, execution, moral, theft,private operation) are higher than the police officers who work in preventiveservices-police centers and traffic services. Single police officers have highercommunication skills levels than married police officers at communicationskills levels of the police officers according to the marital status.2According to the child number in the study, there is no significiantdifference in communication skills levels of the police officers. According toeducation, police officers who were graduated from an institution of the highereducation and university have higher communication skills level than policeofficers who were graduate from primary, secondary or high school accordingto the education status.According to the working periods, the communication skills of thepolice officers who worked for 0-5 years and 21 years are higher than thepolice officers who worked for 11-15 and 16-20 years; according to the livingplace before the job, the communication skills of the police officers who livedin a big city and a tawn are higher than those of the police officers who lived ina villageThe findings obtained have been discussed in the light of literature andsome suggestions have been made.
