Abstract
The February 6 Kahramanmaraş earthquakes were painful reminders of the destructiveness of disasters. An established disaster response regime has not, however, been fully provided. Existing international rules for disaster response include IDRL Principles and ILC Draft Articles; national rules, on the other hand, consist of domestic legal norms issued on different subjects. This study aims to examine the disaster response law with its national and international dimensions and evaluate the effectiveness of the regulations prescribed by the said branches of law in response to the 6 February Earthquakes. According to the evaluation, international disaster response law has soft law characteristics; although there are similarities in the maintenance of international aid in national and international disaster response law, international disaster response regulations were not taken into account in the formation of the national acquis; it was also concluded that the intervention to the 6 February Earthquakes took place in parallel with the limited interaction of the two legal systems. © 2023 Authors.
