Abstract
ÖZET Üçüncü Dönem Türkiye Büyük Millet Meclisi Maarif Bütçesi Görüşmeleri 1927–1931 Volkan AYDEMİR Ondokuz Mayıs Üniversitesi Eğitim Bilimleri Enstitüsü Ortaöğretim Sosyal Alanlar Eğitimi Tarih Eğitimi Anabilim Dalı, Yüksek Lisans Tezi, Mayıs /2016 Danışman: Prof. Dr. Mehmet KÖÇER Cumhuriyetin ilanı eğitim alanına yenilik getirdiği gibi Milli Eğitim Teşkilatını çağa uygun ve çağın gereksinimlerini karşılayan bir yapı haline dönüştürülmüştür. Milli Eğitimle ilgili tüm siyasi, sosyal, ekonomik görüş ve kararlar Türkiye Büyük Millet Meclisinde tartışılır duruma gelmiştir. Hükümetin eğitim politikası faaliyetleri ve eğitime ayrılacak olan mali düzenlemeler millet adına onların seçmiş olduğu kişilerce görüşülüp karara bağlanmıştır. Böylece eğitim konusu bir grubun veya bir kişinin aldığı kararlar doğrultusunda uygulanmaktan kurtarılmıştır. Yeni kurulan Türkiye Cumhuriyeti her alanda olduğu gibi eğitim alanın da belirli düzeni ve faaliyeti olan millet adına iyisini gerçekleştirmek; sürekli değişen ve kendini yineleyen bir yapı oluşturma gayesine ulaşmıştır. Böylelikle eğitimin uzun süredir çözülemeyen mali kaynak sorunu Türkiye Büyük Millet Meclisi tarafından görüşülmeye başlanmıştır. 1927-1931 yılları arasını kapsayan dönemde eğitime gerekli bütçesel kaynaklar sağlandığı gibi bu mali kaynakları artırma yoluna da gidilmiştir. ABSTRACT Third-Term Turkish Grand National Assembly Education Budget Talks 1927–1931 Volkan AYDEMİR Ondokuz Mayıs University Institute of Educational Sciences Secondary Education Social Branches Department of History of Education, Master's Thesis, May/2016 Advisor: Prof. Dr. Mehmet KÖÇER The proclamation of the Republic not only introduced many innovations in the field of education, but also turned the Organization of National Education into a contemporary structure that meets the requirements of the time. All political, social, economic opinions and decisions relevant to national education were then enabled to be discussed at Turkish Grand National Assembly. The government's education policy activities and the financial regulations on the funds to be allocated to education were discussed and concluded in the name of the nation by people elected by the nation. Therefore, educational practices were released from the confines of the decisions taken by a single group or a person. Like in all fields, the newly established Republic of Turkey attained the objective of establishing a constantly evolving and renewing structure in education in line with realizing the best in the name of the nation. Therefore, the long-lasting problem of financial resources in education was started to be discussed at the Turkish Grand National Assembly. During the period between 1927 and 1931, necessary budget resources were allocated to education, and such resources were enhanced.
