Antalya'da Kentleşme Sürecinde İçgöç ve Toplum Destekli Polislik Uygulamaları

Abstract

Bireyin veya toplulukların kendi isteği ile veya zorla yerleşmek niyetiyle coğrafi olarak yer değiştirmesi göç olarak tanımlanır. Yüzyıllardır insanoğlu yaşadığı yeri çeşitli nedenlerle terk edip yeni yerlere göç etmişlerdir. Zaman içerisinde insanın göç sebebinde değişiklikler meydana gelmiştir. İlk zamanlar savaşlardan kaçmak, daha verimli toprak bulmak veya terörden kaçmak için göç ederken sanayi devriminin ardından iş bulmak için göç başlamıştır. Türkiye'de 1950'li yıllarla birlikte içgöç başlamıştır. İlk zamanlar kırdan kentlere olan göç bir süre sonra kentler arası göç olarak devam etmiştir. İş fırsatlarının çok olduğu sanayi ve ticaret kentleri göçerler için cazibe merkezi olmuştur. Antalya, 1980 sonrası turizm atağı ile açılan birçok yeni turizm işletmesinin işgücü ihtiyacı nedeniyle, göçerler için cazibe merkezi olmuştur. Göçle birlikte artan hızlı nüfus, kentin kentleşme hızını da değiştirmiştir. Kent insanlarca güvenli bir kent olarak görülse de, halkın polisle olan işbirliğini artırmak ve suç önlemede yardımlaşabilmek için Toplum Destekli Polislik uygulaması hizmete başlamıştır. TDP ile birlikte halkın polisle olan işbirliği daha da artmış ve kent güvenliğinde halkın istekleri de dikkate alınmıştır. Bu çalışma ile Türkiye'de içgöç olgusu ele alınarak, nedenleri ve etkileri açıklanmaya çalışılmıştır. Çalışmanın dördüncü bölümünde Antalya'daki içgöçün nedenleri ve göçerlerin görüşlerini içeren anket değerlendirmesi ile yaşanan iç göç olgusu istatistikî olarak analiz edilmiştir. Antalya araştırması neticesinde elde edilen veriler Türkiye gerçeği ile karşılaştırılarak güncel bilgiler ortaya konulmaya çalışılmıştır. Moving as geographical in the intend of settling down either willingly or forcibly is defined as migration. For ages human being semigrated to new places for different reasons. Over time some changes have occured in the reason of the migration. At the beginning, people migrated in order to escape from wars, to find fertile land or to escape from terrorism. After the industrial revolution migration has started for finding a job. Immigration has started in Turkey in 1950's. At the beginning, the immigration from countryside to cities went on as the migration intercities.The industry and trade cities in which there were a lots of job opportunities has become a charm centre for the imigrants. Antalya has become a charm centre for the imigrants after the new tourism managements opened after 1980 with the tourism attack. The population increased with the immigration has changed the speed of the urbanization. Although the city seems to be a safe place community policing has gone into service in order to increase the cooperation between the society and the police. With the help of TDP the cooperation between the police and the society has increased much more. And the demands of the society have been taken into consideration for the city security. It is tried to be explained of theimmigrations' reasons and effects with the help of thisstudy. It has been analyzed the reasons of the immigration in Antalya and the opinions of the imigrants' as a survey assessment in the fourth part of the study the data obtained in consequence of Antalya research. The current information is tried to be put forward with comparing the data obtained in consequence of Antalya research and the reality of Turkey.
