Alman Basınında Osmanlıya Dair Haberlerin Tenkidi Analizi (1847-1877)

Abstract

ÖZET ALMAN BASININDA OSMANLIYA DAİR HABERLERİN TENKİDİ ANALİZİ (1847-1877) Hülya KEÇELİGİL Ondokuz Mayıs Üniversitesi Lisansüstü Eğitim Enstitüsü TARİH ANABİLİM DALI Doktora, Nisan/2025 Danışman: Prof. Dr. Mehmet Yavuz ERLER XIX. yüzyıl boyunca yayın hayatına devam etmiş olan 'Donau Zeitung' ve 'Allgemeine Zeitung' isimli gazeteler seçilerek tezimizin esas kaynağı olarak ele alınmıştır. Bu gazetelerin içeriğinde ilgili döneme ilişkin sayıları bulunarak Osmanlı Devleti hakkında çıkmış olan haberler incelenmiştir. Tezimizin esasını, 1847-1877 yılları arasında, Almanya'nın iki önemli gazetesinde çıkan Osmanlı Devleti hakkındaki askeri, siyasi-idari, sosyal, ekonomik, kültürel ve doğal felaketlere ilişkin haberlerin tespiti, tasnifi ve eleştirel incelemesi oluşturmaktadır. Çalışmamız her ne kadar Alman matbuatındaki bazı gazeteleri esas kaynak olarak irdeleyip Osmanlı Devleti ile ilgili hadiseleri değerlendirse de özü itibariyle bir matbuat çalışmasının çok daha ötesinde hedefler içerir. Bu hedefler arasında Alman basınında yer alan Osmanlı Devleti ve halklarına dair verilerin öncelikli olarak gerçekliklerinin ortaya konması süreci çalışmanın belki de en ağır safhalarından birini oluşturur. Osmanlı Devlet arşivlerinde yer alan belge tasnifleri en azından özetleri itibariyle modern Türkçe olarak tasnif edildiğinden tezimizin esas odağında olan Alman basınındaki Osmanlıya dair haberlerin karşılıklarını tespit nispeten daha kolay ve seri bir şekilde tamamlanabilmiştir. Mukayese de kolaylık sağlayan bu tasnif metodu sayesinde gerçek muhatap alınan verilere kısa sürede ulaşılmış, vesika olarak kayda geçen Osmanlıca resmi yazışma metinleri değerlendirilmek suretiyle tenkidi bir analiz yapılarak Osmanlıya dair bilinmeyen bazı tarihi veriler kayıt altına alınabilmiştir. The issues of these newspapers related to the relevant period were found in the content and the ones published about the Ottoman Empire were examined. The basis of our thesis is the detection, classification and critical examination of the news about military, political-administrative, social, economic, cultural and natural disasters about the Ottoman Empire published in two important newspapers of Germany between 1847-1877. Although our study evaluates some newspapers in the German press as the main source of the news about the Ottoman Empire, it essentially includes goals far beyond a merelly press study. Among these goals, the process of revealing the realities of the data about the Ottoman Empire and its people in the German press is perhaps one of the most difficult stages of the study. Since the document classifications in the Ottoman State archives were classified in modern Turkish, at least in terms of their summaries, the identification of the news about the Ottomans in the German press, which is the main focus of our thesis, could be completed relatively more easily and quickly. Thanks to this classification method, which also facilitates comparison, the real data received was reached in a short time and some unknown historical data about the Ottomans could be recorded by making a critical analysis by evaluating the official Ottoman correspondence texts recorded as documents.
