Abstract
Bu çalışma, Giresun ili Merkez ilçesinde bulunan ve çalışma alanı olarak belirlenen mahallelere ait güzergâhlarda engelli bireyler için ulaşım imkânlarının erişebilirlik açısından incelenmesi amacıyla yapılmıştır. Merkez ilçeye bağlı dört mahalle çalışma alanı olarak seçilmiştir. Seçilen mahallelerdeki fiziki çevrede yer alan kullanım alanlarının ve fiziki unsurların yapılı çevre standartlarına uygunlukları incelenmiştir. Elde edilen bulgulara göre, incelenen sokak ve caddelerde bulunan kaldırımlar genel olarak genişlik ölçüleri bakımından standartlara uygun değildir. Birçok noktada kaldırım döşemelerinde ve bordürlerde bozulmalar vardır, ayrıca duyumsanabilir yüzeyler bulunmamaktadır. Rampaların eğimleri standartların üzerindedir ve birkaç noktada rampa genişlikleri standartlardan düşüktür. Merdivenlerde basamak yüksekliği ve genişlik ölçüleri ile korkuluk yükseklikleri genel olarak standartlara uygundur. Otopark sayısı yeterli değildir ve mevcuttaki otoparklar standartlara uymamaktadır. Kent donatılarından olan oturma elemanları yükseklik ve genişlik ölçüsü bakımından genel olarak standartlara uygundur. Aydınlatma elemanları baş kurtarma mesafesinden yüksektir. Ancak trafik levhalarında baş kurtarma mesafesi standartlardan düşük olup uygun değildir. Çöp kutuları, çeşmeler ve posta kutularının yükseklikleri genel olarak standartlara uygundur. Kent donatılarının çevresinde algılanabilmesi için uyarıcılar yoktur. Engelli bireylerin kullanımına uygun tuvalet sayısı düşüktür. 4 mahallede genel bir değerlendirme yapıldığında engelli bireylerin kullanımına uygun olmadıkları görülmüştür. Eğimleri yüksek olan rampaların uzunlukları arttırılarak eğim değerleri azaltılmalıdır. Merdivenlerin bulunduğu yerlere ayrıca rampalar yapılmalıdır. Kaldırım genişlikleri arttırılmalı ve duyumsanabilir yüzeyler yapılmalıdır. Engelli otoparkı sayısı ve engelli tuvaleti sayısı arttırılmalıdır. Sayılan önerilere ek olarak; engellilerin ulaşım imkanlarına erişebilirlikleri konusunda Harita Mühendisliği disiplini kapsamında fiziksel çevrede gerekli ölçümler yapılarak Coğrafi Bilgi Sistemlerinde verilerin standartlara uygunlukları incelenerek 'Engelliler İçin Durum Haritası' oluşturulmalıdır.
This study was carried out in order to examine the accessibility of transportation facilities for the disabled individuals on the routes belonging to the neighborhoods which are located in the central district of Giresun province and which are determined as study area. The central district was selected as a study area of four districts. The use areas and physical elements in the physical environment in the selected neighborhoods are examined for compliance with the built environmental standards. According to the findings obtained, the sidewalks in the streets and the streets under examination are not in line with the standards in terms of width measurements in general. At many points there are deterioration in pavement floors and curbs, and there are no sensible surfaces. Ramps' slopes are above standards and ramp widths at a few points are lower than standards. Stair heights and width measurements and railing heights are generally suitable for standards. The number of parking spaces is not sufficient and existing car parks do not comply with the standards. The seating elements from city fittings are generally suitable for the standard of height and width dimension. Lighting elements are higher than head recovery distance. However, traffic signs are lower than head rescue standards and are not appropriate. The height of trash cans, fountains and mail boxes are generally suitable for the standards. There are no warnings to be able to be perceived around the city equipments. The number of toilets suitable for disabled people is low. When an overall evaluation is made in 4 localities, it is seen that they are not suitable for the use of disabled people. The slope values should be reduced by increasing the lengths of ramps with high slopes. The places where the stairs are located should also be ramps. Sidewalk widths should be increased and tactile surfaces should be made. The number of disabled car parks and the number of disabled toilets should be increased. In addition to the above mentioned proposals; accessibility of obstacles to accessibility of the maps should be determined in the physical environment within the scope of Survey Engineering discipline and the 'Status Map for the Handicapped' should be established by examining the conformity of the data to the standards in Geographical Information Systems.
