Ankara Vilayeti'nde İdari Yapının, Yöredeki Sosyo-Ekonomik Yapıya Olan Etkileri (1880-1919)

Abstract

Tezimizde, Ankara Vilayeti'nde 1880-1919 yılları arasında görev yapan idareciler belirlenmistir. Tezimizde belirlenen idarecilerin merkezi hükümetin kararlarını uyguladıkları anlasılmaktadır. Ancak idarecilerin bazı durumlarda merkezi idarenin talebi olmaksızın bagımsız kararlar aldıkları bilinir. Yöre halkının yararına alınan bu kararların merkezi idare tarafından onaylanması ile birlikte uygulandıgı belirlenmistir. Tezimizin amacı, yöre idarecilerinin almıs oldugu kararlar dogrultusunda hizmet verdikleri bölge halkına sosyal ve ekonomik anlamda sagladıkları katkıları ortaya koymak olmustur. Çalısmalarımız sonucunda idari yapının bir bölgede sosyal ve ekonomik anlamda gelismeyi saglamada en etkili unsurlardan biri oldugu tespit edilmistir.In our thesis, the rulers of the Ankara province, who were on duty between the year of 1880 and 1919 is defined. It is seen that those rulers, who are defined in our thesis performed the rules of the central administration. However it is also known that the rulers, in some occasions, took their decisions independently without the will of the central administration. It is defined that those rules, taken for that the use of to the inhabitants are applied as soon as approved by the central administration. The purpose of our thesis is to make clear the fact that the social, fiscal output with of the direction of the decisions taken by the rulers, for the use of to the public, in where they were served. As a conclusion of our studies, it is defined that the administrical board in a zone is the most important cause, to make an improvement by the means of social and fiscal matters.
