Samsun İlindeki Tarımsal Kalkınma Kooperatiflerinde Ortak-Kooperatif İlişkilerinin Analizi

Abstract

Samsun ilindeki tarımsal kalkınma kooperatiflerindeki ortak-kooperatif ilişkileri ve yaşanan sorunların belirlenmesi, mevcut ilişkilerin geliştirilebilmesi açısından büyük önem taşımaktadır. Bu çalışmanın temel amacı, Samsun ilindeki tarımsal kalkınma kooperatifleri ile ortak çiftçiler arasındaki ilişkinin ortaya konulmasıdır. Ayrıca, bu ilişkilerde etkili faktörleri ve etki derecelerini belirlemek, ortak-kooperatif ilişkilerinin geliştirilmesi ve kooperatiflerin daha etkili hizmet sağlayabilmeleri noktasında alınması gereken önlemlerin neler olduğunu ortaya koymaktır. Araştırmanın ana materyalini, Samsun ilindeki tarımsal kalkınma kooperatifleri arasından gayeli olarak seçilen 9 kooperatifin yöneticileriyle yapılan anketler ve bu kooperatiflerin ortakları arasından basit tesadüfi örnekleme yöntemine göre seçilen 89 çiftçiden anket yöntemiyle elde edilen veriler oluşturmaktadır. Ortaklar sorumluluklarını yerine getirme ve kooperatiften faydalanma durumuna göre zayıf (22 işletme), orta (57 işletme) ve güçlü (10 işletme) ilişki olmak üzere 3 gruba ayrılmış ve sonuçlar belirlenen gruplar için karşılaştırmalı olarak değerlendirilmiştir. Ortak-kooperatif ilişki düzeyine etki eden faktörler ise sıralı probit modeli kullanılarak analiz edilmiştir. Araştırma sonuçlarına göre, kooperatiflerin %44,4'ü süt alımı, %11,1'i de sebze alımı yapmaktadır. Süt üretimi yapan kooperatif ortaklarının %75,4'ü sütünü, sebze üretimi yapan kooperatif ortaklarının ise %24'ü ise sebzesini kooperatife teslim etmektedir. Kooperatif ortaklığı, ortakların yarıya yakınının (%43,8) tarımsal gelirini artırmıştır. Ortakların sadece %20'si düzenli olarak ortaklık aidatı ödemektedirler. Ortak-kooperatif arasındaki ilişkileri genel kurullara katılma durumu pozitif etkileyen, ortakların eğitim durumu, kooperatife uğrama sıklığı, ortakların yaşı, işletme-kooperatif arası uzaklık ve mülk arazi varlığı ise negatif etkileyen faktörlerdir. Ortak-kooperatif arası ilişkilerin artırılabilmesi için kooperatifin sermayesini artırarak sağladığı hizmetleri artırılmalı, ortaklar sorumluluklarını (aidat ödeme, ürün teslimi, yönetime katılma, vb.) yerine getirmeli ve devlet kooperatiflere daha fazla destek sağlamalıdır.Identifying the relationships and problems between the cooperatives and the members of the agricultural development cooperatives in Samsun is critically important in order to develop current relationships. The main purpose of this study is to explore the relationship between agricultural development cooperatives and their members in the Samsun province. This study also aims to determine influential factors and the degree of impact on these relationships, improving the relationships between cooperative and the importance members and, to suggest the measures to be taken in order to provide more effective services by the cooperatives. The main materials of this study are the data collected through surveys which were conducted with both 9 cooperatives selected by purpose sampling among the agricultural development cooperatives in the Samsun Province and their 89 members randomly selected. The members were separated into 3 groups according to the members done their responsibility and used cooperatives services such as weak (22 farms), medium (57 farms) and strong relationships (10 farms) interms of their degree of relationship with the cooperatives and then the results were comparatively evaluated for the designated groups. The factors affecting the level of cooperative-members relationship were analyzed by using ordered probit model. According to the results of the research, 44,4% of the cooperatives purchase milk and 11,1% purchase vegetables. 75,4% of the milk producer and 24% of the vegetable producer members of the cooperatives deliver their products to the cooperatives. It was expressed that being a member to a cooperative member increased the agricultural income of almost half (43,8%) of the members. Members of only 20% pay regularly money of membership. It was also defined that to join in general meetings positively affected, educational status of members, the frequency of being cooperative, the age of members, the distance between farms operating and cooperative, freehold land factors negatively affected the relations between cooperatives and members. It can be suggested that the quality of the services provided by the cooperatives should be improved, members should be done their responsibility and government should be provided more support to cooperatives in order to strengthen the relations between cooperatives and their members.
