Abstract
Cumhuriyetin ilanından günümüze kadar Türkiye'nin dış ticaret yapısı her dönemin konusu olmuş ve dış ticareti geliştirmek ve ülke ekonomisini güçlendirmek amacıyla bir dizi tedbirler alınmıştır. Sırasıyla planlı ekonomi modelinden, ithal ikameci ekonomi modeline geçilmiş ve kırılmanın yaşandığı 24 Ocak 1980 istikrar kararları ile liberal ekonomi modeli benimsenmiş ve devletin ekonomideki varlığı kademeli olarak azaltılmak istenmiştir. Bütün bu gelişmelerin yanı sıra Avrupa Birliği uyum sürecinde çıkartılan uyum yasalarıyla ülke ekonomisini derinden etkileyen kararlar alınmıştır. Bu kararlardan en önemlisi 06/03/1995 tarihinde Türkiye ile Avrupa Ekonomik Topluluğu arasında imzalanan ve ekonomik iş birliğini öngören Gümrük Birliği Antlaşmasıdır. Türkiye Cumhuriyeti Devleti, Gümrük Birliği Antlaşması ile ulusal mevzuatın Avrupa Birliği müktesebatına uyum sağlayacağını taahhüt etmiş ve bu süreçte bir dizi yeni kararlar almıştır. Bu çalışmada, alınan bu kararlardan biri olan dahilde işleme rejiminin un piyasasındaki işlevselliği incelenmiştir. Çalışmada ilk olarak buğday piyasası ile dünya ihracat sıralaması içinde ilk sırada yer aldığımız un piyasası incelenmiştir. Ulusal ve uluslararası veri bankalarından elde edilen verilere dayanarak buğday ve un piyasalarının durumu ortaya konulmuştur. İkinci olarak dahilde işleme rejiminin tarihsel gelişimine ve halen yürürlükte olan 2006/12 sayılı tebliğe yer verilmiştir. Son olarak ARDL modeli ile un ihracatını etkilediği düşünülen buğday ithalatı, reel efektif döviz kuru ve buğday ihraç fiyatı arasındaki dinamik ilişkiler araştırılmıştır. Sonuçlar, yapılan yazın taraması ve ekonometrik analiz ışığında değerlendirilmiştir.
From the proclamation of the Republic until today, the structure of foreign trade of Turkey has been a subject for every era and has taken precautions to develop the country's economy and its international trade. Respectively, the planned economy model was replaced by the imported substitution model and the liberal economy model was adopted with the stability decisions of January 24,1980, in which the policiy shift took place and the state's existence in the economy was gradually reduced. In addition to all these developments, provisions have been taken that have a profound impact on the economy of the country through the harmonization laws enacted in the EU harmonization process. The most important agreement of these is the Customs Union Agreement, which was signed between Turkey and the European Economic Community in 06/03/1995 and its prescriptive economic cooperation between them. State of the Republic of Turkey has committed to accommodating its national legislation with the legal acquis of EU by Customs Union Agreement, and in this process, it has taken a series of new decisions. In this study, it is analyzed that, as one of these decisions, inward processing regime's functionality in the flour market. In this study, firstly wheat market and flour market which we are in first place in the world export rankings are examined. The situation of wheat and flour markets revealed by on the data obtained from national and international data banks. Secondly, the historical development of the inward processing regime and communiqueno. 2006/12, which is still in force is included. Lastly, wheat import which is thought to affect flour export with ARDL model, dynamic relations between real effective exchange rate and wheat export price were investigated. Results are evaluated in consideration of literature review and econometric analyses.
