96 1 Numaralı Sicilya Ahitname Defteri (İnceleme-Metin)

Abstract

Osmanlı Devleti'nde Divân-ı Hümâyûn'a bağlı olan 'Âmedi Kalemi' devletin yaptığı her çeşit antlaşma ve ahitname metinlerini, görüşme mazbatalarını, protokolleri, yabancı elçilere, konsoloslara ve tüccarlara ait resmi belgeleri düzenlemektedir. Bu kalemde tutulan defterlerin bir kısmına Ecnebi veya Düvel-i Ecnebiye Defterleri denilmektedir. Düvel-i Ecnebiye Defterleri'nde menzil ve yol hükümleri, tüccar beratları, elçi, konsolos ve tercümanların oğullarına ve yardımcılarına tanınan haklar, kıyafetleri ve içeceklerine karışılmaması gibi konular mevcuttur. Ayrıca bu defterlerde elçi, konsolos ve tercümanların çeşitli vergilerden muaf tutulmaları ile özel mahkemelerde yargılanmaları gibi konular vardır. Bu defterlerden birisi de Sicilya Ahitname Defteri'dir. Bu çalışmada 1740-1859 yılları arasında Osmanlı Devleti tarafından İki Sicilya Krallığı'na 1740, 1741 ve 1851 yıllarında verilen ahitnameler ile birlikte 1827 tarihinde İki Sicilya Krallığı'nın Karadeniz'e geçişine dair verilen senedin transkripsiyon ve değerlendirmesi yer almaktadır. Ayrıca İki Sicilya Krallığı'nın Osmanlı toprakları üzerindeki elçi, konsolos ve tercümanlarının tayinlerine dair hükümlerin transkripsiyon ve değerlendirilmesi de yapılmıştır.

One of the administrative roles within the Ottoman Empire's Imperial Council (Divân-ı Hümâyûn) was that of the 'Âmedi Kalem', who would prepare official imperial documents and treaty texts relating to and ranging from official deliberation reports, protocols, meetings with foreign ambassadors and consulate generals as well as merchants. Some of the books located in the registry of the Âmedi Kalem were referred to as the 'Ecnebi', or 'Düvel-i Ecnebiye', which translates to Foreign Nations. The books of Düvel-i Ecnebiye contains distances and route jurisdictions, merchant privileges. Moreover, they include the rights allowed to the sons and assistants of ambassadors, consulate generals and translators, additionally regulations stating that these people are exempt from having anyone interfered to their clothing and beverages. Furthermore contained within these records were topics covering the right of exempting ambassadors, consulate generals and translators from certain taxes and also being afforded the privilege of their legal proceedings at special courts. One of the noteworthy books is that of the 'Sicilya Ahitname Defteri' (The Sicilian Charter). The time period of this work is 1740-1859 and contains the Ottoman Empire's Charters, given to the Kingdom of the Two Sicilies in the years 1740, 1741 and 1851. With these, The study includes the transcription and an evaluation of the written certification, granting permission to the Kingdom of the Two Sicilies to cross the Black Sea freely in 1827. Lastly, this work also contains a transcription and evaluation of the authority, presented to the Kingdom of the Two Sicilies to assign ambassadors, consulate generals and translators to Ottoman lands.
