The Times Gazetesine Göre İkinci Dünya Savaşı Sırasında Türk Dış Politikası

Abstract

Türkiye?nin İkinci Dünya Savaşı?nda izlediği politikayı belirleyen ana etken, savaşın seyri olmuştur. Türk dış politikasına yön veren liderler, Türkiye?yi savaşın dışında tutmak için günün getirdiği her türlü aracı ustalıkla kullanmış ve İngiltere ile ittifak, Almanya ile de dostluk antlaşmaları imzalayabilmiştir. Türkiye?nin İkinci Dünya Savaşı?nda izlediği politikayı en yakından izleyen ülkelerin başında İngiltere olmuştur. Bu yakın ilgi, Türkiye?nin jeopolitik önemi ve bu önemin Türk idareciler tarafından ustalıkla kullanılması ile savaş boyunca giderek artmıştır. İngiliz Hükümeti?nin ilgisinin nedenlerinden birisi de, Almanya?nın Güneydoğu Avrupa?da yerleşmesinin ve bunun sonucunda Orta Doğu?ya inmesinin anahtarının Türkiye?nin elinde bulunmasıydı. Almanya?nın bu pozisyonu, İngiltere?nin pozisyonunu doğrudan etkiliyordu. Almanya ve İngiltere açısından Türkiye?nin taşıdığı önem, Türkiye?nin başta krom olmak üzere sahip olduğu hammadde kaynakları ile daha da artıyordu. Bu Yüksek Lisans tezinin amacı da, İkinci Dünya Savaşı sırasında The Times gazetesinde Türkiye ile ilgili olarak yapılan haberleri tespit edip, söz konusu dönemin olayları ışığında değerlendirmektir. Bu değerlendirme için, The Times gazetesinin arşivi internet ortamında taranmış ve konu ile ilgili haberler ele alınmıştır. Bu çalışmanın sonucunda, İkinci Dünya Savaşı sırasında The Times gazetesinde Türkiye hakkında çıkan haberlerin, kendisi de savaşın seyri ile birlikte sürekli değişiklik gösteren Türk dış politikası tarafından şekillendirildiği; The Times?da çıkan haber ve yorumların, İngiliz Hükümeti?nin Türkiye?nin duymasını istediği yarı resmi açıklamalar olduğu ve söz konusu haberlerin bazı zamanlar açıklayıcı, bazı zamanlarda da uyarıcı mahiyette olduğu görülmüştür. Ancak, her durumda bu haberler ve yorumlar oldukça İngiliz?dir. Bu bakımdan, İngiliz çıkarlarını korumaya yöneliktirler. Bu çıkarlar bazen Türkiye?nin savaşa katılmasını, bazen de savaş dışı kalmasını gerektirdikçe, haberlerin tonu da değişmektedir. Statesmen controlling the Turkish foreign policy ingeniously used every possible tool to ensure Turkey?s non-belligerency. They were able to sign an alliance treaty with Britain and a friendship treaty with Germany. Britain was one of the countries closely following the Turkish foreign policy during the war. This close interest steadily increased throughout the war due to the unique geopolitical position of Turkey and the skilful utilization of this position by Turkish statesmen. Another reason for this interest was that Turkey held the key to the German settlement in Southeast Europe and Middle East. Germany?s position affected that of Britain, too. The importance of Turkey in German and English eyes grew even more due to the raw materials found in Turkey, of which chrome was the most crucial. The aim of this thesis is to detect news published about Turkey during the Second World War by The Times and to evaluate them in the light of the events of the period. To this end, the archives of The Times were examined online and news concerning the subject of this study was detected. This study showed that the news published about Turkey during war by The Times was shaped by Turkey?s foreign policy, which was determined according to the course of the war; that the news and comments published in The Times were semi-official opinions of the British Government and that the news published was sometimes definitive and cautionary. In any case, they are very British. Thus, they serve to protect the interests of Britain. As these interests required belligerency or non-belligerency of Turkey, the tone of the news changed.
