Başkumandan Vekili ve Harbiye Nazırı Enver Paşa'nın Çanakkale Cephesindeki Rolü

Abstract

Yirminci yüzyılın başında büyük güçlerin ve çağın muazzam teknolojilerinin bir araya geldiği Çanakkale Muharebesi'nde Osmanlı İmparatorluğu tarih sahnesinden çekilmeden önce söz konusu muharebelerde asker sayısı ve teknolojik üstünlük İtilaf Güçleri'nin elinde olmasına rağmen büyük bir zafer kazandı. Bu mücadelenin ordu, kolordu, tümen ve alay komutanlarının ve erlerin mücadelesi ile başarıya ulaştığı tartışılmaz bir gerçektir. Ancak İstanbul'da Genelkurmay binasında oturarak savaşın nihai sonucunu beklemeyen, sürekli cepheye giderek askerî düzenlemeleri sağlayan, Çanakkale Cephesi'ni sevk ve idare eden tüm komuta kademesini oluşturan, cephenin askerî ve siyasî hedeflerini belirleyen, lojistik desteğini bütün harp boyunca sürdüren bir kişi daha vardı; o da Enver Paşa idi. Çalışmanın amacı Enver Paşa'nın Başkumandan Vekili ve Harbiye Nazırı sıfatıyla gerçekleştirmiş olduğu askerî ziyaretleri, vermiş olduğu emir ve almış olduğu kararların ne gibi sonuçlar doğurduğunu ortaya koymaya çalışmaktır. Bir anlamda Çanakkale Muharebelerinin cephe içerisinde cereyan eden hadiselerine sadık kalarak tarihsel akışı İstanbul merkezli bir bakış açısıyla savaşın içerisinde meselelere yaklaşmaktır. Bu çalışmayı yaparken resmi arşiv kurumlarından Başbakanlık Osmanlı Arşivi Atese Arşivi, TTK Arşivi ve Osmanlı Meclis-i Mebusan Zabıtlarından yararlanılmıştır. Elde edilen belgeler ile Çanakkale Cephesi'nde bulunmuş üst düzey Türk ve Alman askerî idarecilerin mektupları, günlükleri ve hatıraları mukayeseli olarak incelenmiş, gazete ve fotoğraflarla destekleyip mevcut telif eserlerin taraması yapılarak Enver Paşa'nın cephe içerisinde ve dışında cephe ile alakalı yapmış olduğu tüm faaliyetleri ortaya koymaya çalışılmıştır. Araştırmanın sonunda görülmüştür ki Enver Paşa Çanakkale Muharebesi'nin ilk saatinden İtilaf Güçleri'nin 9 Ocak 1916'da cepheyi tamamen boşaltmasına kadar her şeyden her an haberdardı. Uluslararası alanda Osmanlı hukukunun savunulması konusunda öncü isim olarak cephede verdiği gayet yerinde emirler ve belirlediği tespitlerin yanında, almış olduğu yanlış kararlardan da vazgeçebilme kabiliyetini göstererek harbin ilerleyen zamanlarında daha da kabul edilebilir kararlara imza atacaktır. At the beginning of the twentieth century, before withdrawing from the stage of history, the Ottoman Empire gained a significant victory in the battle of Dardanelles, where the great powers and enormous technologies of the age came together, even though the Allied Powers had the superiority in terms of the number of soldiers and technology. It is an indisputable fact that this struggle was successful with the struggle of army, corps, division and regiment commanders, and soldiers. However, there was another person sitting in the General Staff building in Istanbul who did not wait for the final result of the war, who constantly went to the front, provided military arrangements, constituted the entire command level that led the Dardanelles Front, determined the military and political objectives of the front, and maintained logistical support throughout the whole war; Enver Pasha. The aim of this study is to determine the consequences of the military visits, orders and decisions taken by Enver Pasha as Deputy Commander in Chief and Minister of War. In a sense, the aim of the study is to approach the historical flow and the issues in the war from an Istanbul-based perspective by remaining true to the events taking place within the Dardanelles battles. In this study, the Ottoman Archives of Prime Ministry, Attaché Archives, TTK (Turkish Historical Society) Archives, and the proceedings of Ottoman Debuty Council were used. The documents obtained from the archives and the letters, diaries and memoirs of the top Turkish and German military executives found in the Çanakkale Front were examined comparatively. It was aimed to reveal all the activities of Enver Pasha inside and outside the front by scanning the existing copyright works and with the support of the newspapers and photographs. At the end of the research, it was seen that Enver Pasha was aware of the front from the first hour of the Dardanelles battles until the Allied Forces completely emptied the front on 9 January 1916. As a pioneer in the field of defending Ottoman law in the international arena, in addition to the very proper orders and determinations he has given on the front, he will also be able to give up the wrong decisions and make more acceptable decisions later in the war.
