Türkiye'de Hayvancılık Politikası: Mevcut Durum ve Yönetsel Sorunlar

Abstract

Tarım etkinliklerinin alt kolunda yer alan hayvancılık, insan hayatında sosyal ve ekonomik açıdan birçok etkiye sahiptir. Hayvancılık sektörü, toplumun yeterli ve dengeli beslenmesinde önem arz etmesinin yanı sıra ülke ekonomisine katkıları bakımından da stratejik bir konumda yer almaktadır. Günümüzde araştırmalar göstermektedir ki hayvansal protein tüketimi yüksek oranda olan toplumlar, ekonomik ve sosyal açıdan diğer toplumlara binaen daha müreffeh bir hayat sürdürmektedir. Diğer yandan hayvancılık üretimi gelişmiş ülke ekonomilerinde tarımsal ekonominin lokomotifi mahiyetini taşımaktadır. Türkiye'de hayvancılık sektörü, Cumhuriyetin kuruluşundan itibaren tarım sektörünün gölgesinde kalmış, ikincil planda yer alarak ihmal edilmiş ve yeterli düzeye ulaşamamıştır. Bu çalışmanın amacı, hayvancılık faaliyeti bağlamında geniş bir potansiyele sahip olan Türkiye'de hayvancılık sektörünün genel görünümünü ve sektörün yönetiminden kaynaklanan sorunları ortaya koymaktır. Bu bağlamda tezde ilk olarak hayvancılık faaliyeti tanımlanmaya çalışılmış ve daha sonra ikinci bölümde Cumhuriyetin kuruluşundan itibaren uygulanan hayvancılık politikaları ele alınmıştır. Son bölümde ise hayvancılık sektörünün mevcut durumu, sektörel sorunları, hayvancılık sektörünün yönetimi ve yönetsel sorunları incelenmiştir. Bu çalışma göstermektedir ki Türkiye'de hayvancılık sektörüne ve sektörel sorunlara bütüncül ve eşgüdümlü bir yönetim anlayışı ile yaklaşılmamaktadır. Hayvancılık sektörü yönetiminden sorumlu kamu örgütü, sık sık gerçekleştirilen yapısal değişiklikler sebebiyle tam olarak kurumsal bir kimlik kazanamamış, sektörün yüz yüze bulunduğu sorunları çözmeye yönelik bir gelecek perspektifi oluşturamamıştır.

Livestock is a sub-sector of the agriculture sector and it has many social and economic effects on human lives. It is also in a strategic position in terms of its importance for sufficient and balanced diet for the society as well as its contribution to national economy. Today, research shows that societies that have a high animal protein intake in their diet also lead a more prosperous life than others. On the other hand, livestock production is the engine of agricultural economy in developed countries. In Turkey, since the foundation of the Republic, the livestock sector has remained under the shadow of the agriculture sector and has been neglected on the backseat and not reached to a sufficient level. The objective of this study is to put forward the outlook of the livestock sector and the problems that arise from its management in Turkey which have a vast potential in terms of activities related to livestock. In this context, in this thesis, fistly, husbandry as an activity is attempted to be defined, and then, in the second chapter, livestock policies that have been implemented since the foundation of Republic are examined. In the final chapter, the current state of the livestock sector, its issues, management and managerial problems are investigated. This study shows that, in Turkey, the livestock sector and its problems are not approached by a management mindset that is holistic and organised. The public organisation responsible for the livestock sector, because of the frequent structural changes, has not been able to gain a fully fledged institutional identity or form a future perspective to solve the problems this sector faces.
