Publication: IPARD-II Desteklerinin Büyükbaş Hayvan İşletmelerine Etkileri: Samsun İli Örneği
Abstract
Bu tezin amacı, 2017-2023 yılları arasında uygulanan Avrupa Birliğine Katılım Öncesi Kırsal Kalkınma Yardım Aracı (IPARD-II) hibe desteklerinin süt ve kırmızı et işletmelerine etkilerinin ortaya konulmasıdır. Araştırmanın birincil verileri, TKDK tarafından Samsun'da 2017-2023 yılları arasında uygulanan IPARD II hibelerinden yararlanan 19 Süt Üreten Tarımsal İşletme (101-2) ve Kırmızı Et Üreten Tarımsal İşletme (101-1) ile yüz yüze anketlerden elde edilmiştir. Araştırma verilerinin analizinde temel tanımlayıcı istatistikler, Kruskal-Wallis ve Mann-Whitney U testi ve Paired Samples t-testinden yararlanılmıştır. Araştırma bulgularına göre IPARD II desteklemelerinden işletmelerin %78,9'i yeni kurulmuş olup, program öncesi 6 işletmenin toplam büyükbaş hayvan varlığı 306 baş iken program sonunda faydalanıcı 19 işletmenin 2.247'ye ulaşmıştır. Süt üreten tarımsal işletmelerin süt üretimleri günlük 300 litreden 8.988 litreye yükselmiştir. Kırmızı et üreten işletmelerin hayvan başına karkas et verimi IPARD II hibesi öncesinde 366,66 kg iken sürüde yerli ırk sığırların tercih edilmesinin etkisiyle hayvan başına karkas et verimi hibe sonrasında 339,27 kg düşmüştür. Bununla birlikte, IPARD II hibe programının kırsal ekonominin geliştirilmesi, istihdamın attırılması, kırsal çevrenin iyileştirilmesi ve doğal kaynakların sürdürülebilirliğinin sağlanması hedeflerine de olumlu etkilerinin olduğu tespit edilmiştir. IPARD hibelerinde; genç ve kadın nüfusa, verimi yüksek hayvan ırklarına ve yeni kurulan işletmelere öncelik verilmesi ile birlikte programın tanıtım hizmetlerinin yaygınlaştırılmasının programın olumlu etkilerini artırabilecektir.
The aim of this thesis was to reveal the effects of the Instrument for Pre-Accession Assistance for Rural Development (IPARD-II) grants implemented between 2017-2023 on dairy and livestock farms. The primary data of the research were obtained from face-to-face surveys with 19 Dairy Producing Agricultural Enterprises (101-2) and Red Meat Producing Agricultural Enterprises (101-1) that benefited from IPARD II grants implemented by TKDK in Samsun province between 2017-2023. Basic descriptive statistics, Kruskal-Wallis and Mann-Whitney U test and Paired Samples t-test were used to analyze the research data. According to the findings of the research, 78.9% of the farms benefiting from IPARD II support were newly established, and the total number of cattle of 6 farms before the program was 306 heads, while the total number of cattle of 19 beneficiary farms reached 2,247 at the end of the program. Milk production of total farms per day increased from 300 liters to 8,988 liters. While the carcass meat yield per animal of livestock farms was 366.66 kg before the IPARD II grant, the carcass yield per animal decreased to 339.27 kg after the grant due to the preference of local breed cattle in the herd. In addition, it has been determined that the IPARD II grant program has positive impacts on the objectives of developing the rural economy, increasing employment, improving the rural environment and ensuring the sustainability of natural resources. Prioritizing the young and female population, high-yielding animal breeds and newly established farms in IPARD grants, as well as expanding the promotional services of the program can increase the positive effects of the program.
