Atatürk Dönemi Türkiye Büyük Millet Meclisi Görüşmelerinde Emniyet Teşkilatı (1920-1938)

Abstract

Bu araştırmada, T.B.M.M.'nin kuruluşundan Ulu Önder'in ölümüne kadar olan süre içerisinde asayişi sağlamakla görevli Emniyet Teşkilatı'nın özlük hakları, mevzuat ve bütçe yönüyle Türkiye Büyük Millet Meclisi'nde yapılan görüşmeler incelenmiştir.Çalışmanın giriş bölümünde, polis teriminin kökeni, tanımı ve anlamı verilerek polis terimi kavramsal olarak açıklanmış, T.B.M.M.'nin kuruluşuna kadar olan dönem içerisindeki polisin tarihsel gelişimi, I. Bölümde, 1920-1938 yılları arasındaki bütçe görüşmelerinde Emniyet Teşkilatı, II. Bölümde, yasama erki olan T.B.M.M. tarafından çıkarılan ve polisi ilgilendiren mevzuat, polisin merkez ve taşra teşkilat yapısında meydana gelen gelişmeler, III. Bölümde ise, polisin özlük haklarında meydana gelen gelişmeler, meslek dereceleri, mesleğe giriş şartları, atama ve tayin usulleri, terfi, verilecek cezalar, rütbe, maaş, taltif ve takdir konuları T.B.M.M. Zabıt Cerideleri ve diğer kaynaklardan faydalanılarak incelenmiş, veriler tablo ve şekillere dönüştürülerek yorumlanmıştır.Çalışmada, T.B.M.M.'nin kuruluşundan Ulu Önder Atatürk'ün vefatına kadar olan süreç içerisinde Emniyet Teşkilatı'nın gelişim ve değişiminin neler olduğunun ortaya konulmasına çalışılmıştır.Anahtar Sözcükler (Atatürk, Türkiye, T.B.M.M., Polis Teşkilatı, Bütçe)

In this research; it has been intended to study on budget talks about Police Department, legislation and personal rights of officers are also worked on, covering the period of the establishment of Turkish Grand National Assembly untill Atatürk?s death.In introductory section; the definition, the origin and the conceptual meaning of the police term and history and development of Police Department are examined from the establishment of Turkish Grand National Assembly to Atatürk?s death. In the first section; Turkish Polis Department is examined according to the records of meetings for budget in TGNA (Turkish Grand National Assembly), between 1920 and 1938. In section two; as the power of legislative, the laws about police issued by the TGNA and developments in the Police Department are examined. Developments in the Police Department are examined in to two parts; as central department and local departments by years. In section three; developments on officers? rights, professional degrees, employment requirements, appointments, determination procedures, promotions, penalties, rank, rewarding, appreciation are examined and given in in the tables.In this research, it?s aimed to frame the development and the alteration of Police Department from the establishment of TGNA to Great ATATÜRK?s death.Key Words (Atatürk, Turkey, TGNA, Police, Budget)
