19. Yüzyılda Halep Eyaletinin İktisadi Vaziyeti

Abstract

ÖZET Doktora Tezi XIX. Yüzyılda Halep Eyaleti'nin İktisadî Vaziyeti Hilmi BAYRAKTAR Fırat Üniversitesi Sosyal Bilimler Enstitüsü Tarih Anabilim Dalı 1999, Sayfa XXIV +436 'XIX. Yüzyılda Halep Eyaleti'nin iktisadî Vaziyeti' adını taşıyan bu incelemede, Eyaletin iktisadî faaliyetleri bütün yönleriyle ortaya konulmaya çalışılmıştır. Buna göre en önemli ekonomik faaliyet tarımsal alana yönelik olanıdır. Halep, mîrî rejimin uygulandığı Eyaletlerdendir. Bu itibarla arazilerin çoğu devlete ait olup, tımar ve mukataa şeklinde işletilmektedir. Halep'te en önemli sanayi dalı dokuma sanayidir, işletmeler daha çok küçük aile tipidir. Bu özelliği onu, Avrupa mamullerine karşı korumuştur. Halep, gerek şehiriçi perakende ve gerekse bölgeler ve milletlerarası ticarette önemli bir merkezdir. Ancak XIX. yüzyılın sonlarına doğru şehiriçi perakende ticaret hacmi genişlerken, bölgeler ve milletlerarası ticaret hacmi daralmıştır. Bu incelemede Halep Eyaleti bütçesi de irdelenmiş ve ülke bütçesine oranının aynı kaldığı tesbit edilmiştir. Son olarak para ve fiyatlar ele alınmış ve eşya fiyatlarının sürekli arttığı gözlenmiştir. Ancak, kıtlık olduğu dönemler hariç bu artışların reel olmayıp, enflasyonist artışlar olduğu görülmüştür. Bu çalışma, bize Haleb Eyaleti'nin XIX. yüzyıldaki iktisadî vaziyetinin, bütün yönleriyle Osmanlı Devleti'nin ekonomik durumuyla parelellik arzettiğini göstermektedir. IV SUMMARY PhD Thesis The Financial Situation of The Province of Aleppo In The 19th Century Hilmi BAYRAKTAR University of Fırat Graduate School Of Social Sciences Department Of History 1999, Page XXXIV+436 In this study named 'The Financial Situation of The Province of Aleppo In The 19th Century', the financial activities of the province have been tried to bring to light from all aspects. As far as it is understood, the most outstanding financial activity was the agriculture. Aleppo was one of the provinces in which miri regime was put into practice. From that point of view, a great deal of the lands belonged to the state itself and they were run as 'tımar' and 'mukataa'. Carpet-weaving was the most important industry in Aleppo. The enterprises were mostly run by little families and that characteristic of the industry enabled it to protect it self against the European products. Aleppo was an important trade centre for not only retail trade in the city but also the international and inter-regional trade. But, towards the end of the 19th century, both the international and inter-regional trade capacity diminished whereas retail trade capacity in the city expanded. In this study, the budget of the province has been researched and it has appeared to have stayed the same in comparison with the budget of the state. Finally, the monetary system and the prices have also been researched and it has been found out that the prices of goods were in a continuous increase. However, such increases were not real, except the periods famine appeared, and it is understood that they were the inflationist increases. The study shows us that the financial situation of the province of Aleppo in the 19th century was parallel to the financial situation of the Ottoman Empire in all aspects.
