Abstract
Arazi toplulaştırma projeleri uzun sürede gerçekleştirilebilen ve karmaşık birçok aşamadan oluşan çalışmalardır. Bu süreç içerisinde arazi maliklerinin mülkiyetlerinde değişiklikler yapıldığı için arazi maliklerinin projenin her aşamasında özellikle de parselasyon çalışmalarında projeye katılımları önem arz etmektedir. Arazi maliklerinin, mülkiyetlerinde yapılacak değişiklikler ile ilgili taleplerini doğru aktarmaları projeyi yapan kurumların ve çalışanların arazi maliklerinin problemlerini iyi anlayıp, arazi maliklerinin güvenini kazanarak sorunlarına çözüm odaklı yaklaşmaları arazi toplulaştırma projelerinin başarısında ve çiftçi memnuniyetleri açısından önemli bir etkendir. Bu tez çalışmasında ülkemizde farklı yasal dayanaklarla, farklı yerlerde proje uygulaması tamamlanan arazi toplulaştırma çalışmalarından, Aksaray Eskil 1. ve 2. kısım AT ve TİGH projesi, Ankara Beypazarı Uruş Pelitler AT ve TİGH projesi ve arazi toplulaştırma çalışmalarının devam ettiği Ankara Beypazarı AT ve TİGH Projesinde çiftçilerin arazi toplulaştırma projelerine yaptıkları itirazlar; uygulama alanı ilanına, sabit tesis ilanına, derecelendirme haritaları ilanına, parselasyon planı askı ilanına ve yer teslimine olan itirazlar olarak beş ana başlık altında irdelenmiştir. Aksaray Eskil 1. ve 2. Kısım AT ve TİGH Projesinde 6 köy 1653 parsel, Ankara Beypazarı Uruş Pelitler AT ve TİGH Projesinde 3 mahalle 4750 parsel, Ankara Beypazarı AT ve TİGH Projesinde 4 mahalle 1244 parsel dikkate alınarak toplam 7647 adet parselde arazi maliklerince yapılan itirazlar değerlendirilmiştir. Tez çalışması kapsamında 4 projede toplam 7647 adet parsel üzerinde yapılan inceleme sonucunda; arazi toplulaştırma projelerinin uygulanması sırasında arazi malikleri tarafından yapılan toplam 1313 adet parsel üzerindeki itirazlardan %1,20'sinin sabit tesis ilanında, %0,18'inin derecelendirme haritaları ilanında, %14,46'sının parselasyon askı ilanında ve %1,32'sinin yer teslimi sırasında yapıldığı anlaşılmıştır. Bu itirazların en az seviyeye düşürülebilmesi için uygulamadaki eksiklikler değerlendirilmiştir. Bu eksiklerin giderilebilmesi için arazi maliklerinin projelere katılımın sağlanması durumunda toplulaştırma oranları, mülkiyet sorunlarının çözümü, sosyal problemlerin azaltılması, toplulaştırma isteğinin proje başarısındaki olumlu ve olumsuz etkileri incelenerek arazi toplulaştırma projelerinin amacına ne kadar yaklaşabildiği irdelenmiştir.
Land consolidation projects can only be carried out in a long time and are complex work that consists of many stages. In this process, since changes occur in ownership status of landowners it is essential that land owners participate in every stage of the project especially in the allotment of plots work. As landowners communicate their demands related to changes in their owned property, and institutions and staff conducting the project understand the problems of the landowners, gaining their trust and choose a solution-oriented approach on their problems, it is an important factor in the success of the land consolidation projects and farmers' satisfaction. In this thesis, evaluations have been made for the objections of the farmers on the land consolidation works in different regions of which different laws were applied and the consolidation of the land in different places were completed in Aksaray Eskil part 1 and 2 AT and TİGH project, Ankara Beypazarı Uruş Pelitler AT and TİGH Project and Ankara Beypazarı AT and TİGH project under five major titles according to announcement of the application area, stationary plant announcements, announcement of rating maps, announcement of partition plans and objections to ground delivery. The objections were analyzed and evaluated which were made by property owners in a total of 7647 land plots considering 6 villages 1653 land plots in Aksaray Eskil part 1 and part 2 AT and TİGH Project, 3 neighborhoods 4750 land plots in in Ankara Beypazarı Uruş Pelitler AT and TİGH Project, 4 neighborhoods 1244 land plot in Ankara Beypazarı AT and TİGH Project. As a result of the study conducted on 4 projects and 7647 land plots in total, it is understood that %1,20 of the objections made on total of 1313 land plots made by landowners during the implementation of land consolidation projects during the stationary plant announcement, %0.18 in rating maps announcement, %14,46 of them made during the announcement of partition plans and %1.32 were delivered during ground delivery. In order to minimize these objections, the shortcomings in the application were evaluated. In order to compensate these deficiencies, it was examined that in the case of the land owners participating in the project, how close it would be possible to achieve the purpose of the land consolidation projects by analyzing distribution of the objections, land consolidations rates, the solution of the ownership problems, the reduction of social problems, the positive and negative effects of the demand to consolidate land on the success of the project.
