Tanzimat Dönemi'nde Canik Sancağında Eğitim

Abstract

Osmanlı Devleti'nde eğitim öğretim faaliyetleriyle ilgili yeniliklerin yapıldığı ve bunların yaygınlaştığı dönem Tanzimat Devri'dir. Eğitimle ilgili ıslahatların tatbikine İstanbul ile başlanmış olsa da yenilikler zamanla imparatorluk geneline yayılmıştır. Bu süreçte Canik'in bir sancak olarak bağlı bulunduğu Trabzon vilayetinde de eğitimle ilgili ıslahatlar yapılmış, yeni okullar açılmıştır. Sancak sınırlarında Samsun merkez kazası, Bafra, Çarşamba, Fatsa, Terme, Ünye kazalarıyla Kavak ve Alaçam nahiyeleri özelinde eğitim kurumlarıyla ilgili yenilik ve ıslahatlar tespit edilmiştir. Bu anlamda eğitimdeki yeniliklerin Canik sancağına yansımaları, usul ve nizamnamelere uygunlukları çalışmanın etrafında şekillendiği meselelerdir. Bu temelde şekillenen çalışmanın konu ve kapsamı 'Tanzimat Dönemi'nde Canik Sancağında Eğitim' olmuştur. Yaptığımız yüksek lisans tez çalışmasının amacı Tanzimat Devri'nde Canik sancağında eğitim öğretim faaliyetleriyle ilgili uygulamaların farklı kaynakların birlikte değerlendirilmesiyle ortaya konulmasıdır. Bu temelde tespit edilen konunun farklı kaynakların mukayesesi ve değerlendirilmesi neticesinde elde edilen bilgilerle tartışılmasıdır. Nitekim tez çalışmamızda hali hazırda Canik'le ilgili olarak hazırlanmış tetkik eserlerden ve arşiv kaynaklarından istifade edilmiştir. Çalışmamız giriş ve dört bölümden oluşmaktadır. Giriş bölümünde tezin konusu, kapsamı, amacı ve yöntemi hakkında bilgilendirmeler yapılmıştır. Birinci bölümde Canik bölgesinin Osmanlı idaresine girmesi ve zamanla değişen idari yapısı hakkında bilgiler verilmiştir. Ayrıca Osmanlı Devleti'nin genel eğitim sistemi ile alakalı tanımlamalar yapılarak bölüm bitirilmiştir. İkinci ve üçüncü bölümlerde Canik sancağında idari sınırları belirlenen kaza ve nahiyeler temelinde ilköğretim ve ortaöğretim düzeyindeki okulların tespitine çalışılmıştır. Bu okulların açılması, öğretmenlerin temini, öğrenci mevcutları ile müfredatları hakkında bilgiler aktarılmıştır. Dördüncü bölümde ise sancak içindeki özel mektepler konusu ele alınarak gayrimüslim ve ecnebi okullarının tespitine çalışılmıştır. Böylece elde edilen bilgiler kapsamında Canik sancağında 1867-1908 yılları arasında eğitim öğretimde yapılan yeniliklerin tespiti ve uygulanma süreçleri hakkında ayrıntılı bilgiler verilmiştir. Farklı kaynakların kullanımı ve mukayesesi neticesinde ortaya çıkan bu çalışmanın özellikle Tanzimat Devri'nde eğitimde yapılan yeniliklerin Osmanlı taşrasında tatbiki açısından örnek olacağı düşünülmektedir.

The period in which innovations related to education and training movements in the Ottoman Empire were made and became widespread is the Tanzimat Era. Despite the fact that the implementation of educational reforms started in Istanbul, in progress of time, the innovations spread throughout the empire. In this process, educational reforms were made and also new schools were opened in Trabzon province, to which Canik was affiliated as a sanjak. Innovations and reforms related to educational institutions have been identified in the central district of Samsun, in the districts of Bafra, Çarşamba, Fatsa, Terme, Ünye, in he townships of Kavak and Alaçam in the borders of the sanjak. In this sense, the reflections of the innovations in education on the Canik sanjak and their compliance with the procedures and regulations are the issues around which the study is shaped. The subject and scope of the study, which was shaped on this basis, was 'Education in Canik Sanjak in the Tanzimat Era'. The aim of our master's thesis study is to present the practices related to education and training activites in Canik sanjak in the Tanzimat Era by evaluating different sources together. On this basis, it is the discussion of the determined issue with the information obtained as a result of the comparison and evaluation of different sources. As a matter of fact, in our thesis study, we took advantages of the research works and archive sources prepared about Canik. Our study consists of introduction and four chapters. In the introductory chapter, information was given about the purpose and scope, method of the thesis. In the first chapter, information is given about the Canik region's entry into the Ottoman administration and its administrative structure that has changed over time. Additionally, the chapter was completed by defining related to the general education system of the Ottoman Empire. In the second and third chapters, it was tried to determine the schools at the primary anda secondary education level on the basis of the districts and townships whose administrative boundaries were determined in the Canik sanjak. Information was given about the opening of these schools, the supply of teachers, student numbers and curriculum. In the fourth chapter, the subject of private schools in the sanjak was discussed and it was tried to determine the non-Muslim and foreign schools. Within the scope of the information thus obtained, detailed information is given about the determination and implementation processes of the innovations made in education between 1867-1908 in Canik sanjak. It is thought that this study, which resulted from the usage and comparison of many sources, will serve as a model for the application of educational reforms, particularly during the Tanzimat Era in the Ottoman provinces.
