Publication: Samsun İli Kentsel Atık Yönetiminin Döngüsel Ekonomi Performans Araştırması
Abstract
Döngüsel ekonomi, kaynakların verimli kullanımını sağlayarak atık oluşumunu en aza indiren ve sürdürülebilir üretim-tüketim modellerini teşvik eden bir ekonomik sistemdir. Bu model, doğadan alınan hammaddelerin uzun ömürlü ve tekrar kullanılabilir olmasını amaçlayarak, geleneksel 'al-kullan-at' anlayışına alternatif sunmaktadır. Küresel ölçekte doğal kaynakların hızla tükenmesi, çevresel kirliliğin artması ve iklim değişikliği gibi sorunlar, döngüsel ekonomiyi zorunlu bir dönüşüm haline getirmiştir. Atıkların geri kazanımı, yeniden kullanımı ve dönüştürülmesi yoluyla ekosistem üzerindeki baskı azalırken, ekonomik kalkınma da sürdürülebilir hale gelmektedir. Bu sistem, yalnızca çevresel değil, aynı zamanda ekonomik ve sosyal faydalar da sağlayarak, yeni iş alanları yaratmakta, enerji tasarrufunu artırmakta ve sanayide maliyetleri düşürmektedir. Bu çalışmada, döngüsel ekonominin yerel düzeyde nasıl uygulanabileceği Samsun ili örneği üzerinden incelenmiştir. Samsun'daki atık miktarı, atık karakterizasyonu ve atık yönetimi süreçleri detaylı bir şekilde analiz edilerek bölgenin döngüsel ekonomi performansı değerlendirilmiştir. Çalışma kapsamında, Samsun'daki mevcut döngüsel ekonomi uygulamalarının güçlü ve zayıf yönlerini belirlemek için SWOT analizi yapılmış, ayrıca sosyal, ekonomik, politik ve teknolojik faktörlerin etkisini incelemek amacıyla PEST analizi gerçekleştirilmiştir. Analizler sonucunda, Samsun'un döngüsel ekonomi açısından mevcut durumu ortaya konulmuş ve performansın artırılması için çeşitli stratejiler geliştirilmiştir. Döngüsel ekonomiye yönelik bu tür stratejik adımların uygulanması, Samsun'un hem çevresel sürdürülebilirlik hem de ekonomik kalkınma açısından daha ileri bir seviyeye ulaşmasına katkı sağlayacaktır.
Circular economy is an economic system that minimizes waste generation and encourages sustainable production-consumption models by ensuring efficient use of resources. This model aims to ensure that raw materials taken from nature are long-lasting and reusable, offering an alternative to the traditional 'take-use-throw away' approach. Problems such as the rapid depletion of natural resources on a global scale, increasing environmental pollution, and climate change have made circular economy a necessary transformation. While the pressure on the ecosystem decreases through the recovery, reuse, and recycling of waste, economic development becomes sustainable. This system provides not only environmental but also economic and social benefits, creating new job opportunities, increasing energy savings, and reducing costs in industry. In this study, how circular economy can be implemented at the local level was examined through the example of Samsun province. The amount of waste in Samsun, waste characterization, and waste management processes were analyzed in detail and the circular economy performance of the region was evaluated. Within the scope of the study, SWOT analysis was conducted to determine the strengths and weaknesses of current circular economy practices in Samsun, and PEST analysis was also conducted to examine the impact of social, economic, political, and technological factors. As a result of the analysis, the current situation of Samsun in terms of circular economy has been revealed and various strategies have been developed to increase performance. The implementation of such strategic steps towards circular economy will contribute to Samsun reaching a higher level in terms of both environmental sustainability and economic development.
