Abstract
Bu çalışmada kentsel dönüşüm kavramı ve dönüşümün yapı değerlemesine etkisinin araştırılması amaçlanmıştır. Ülkemizde kentsel dönüşümün tarihsel süreci, mevcut ve yürürlükte olan kanun ve yönetmelikler, örnekleme amacıyla da Mersin ilinde kentsel dönüşüm projeleri ve uygulamaları incelenmiştir. Kentsel dönüşüm projelerine konu yapı bileşenleri incelenerek risk parametreleri belirlenmiş ve dönüşümün yapı değerlemesine etkileri araştırılmıştır. Seçilen riskli yapıların yeniden yapım maliyetleri, metraj listeleri, iş kalemleri, yapılacak işin şartnamesi; mimari, inşaat, mekanik ve elektrik projeleri kapsamında hazırlanmıştır. Gayrimenkullerin dönüşüm öncesi ve sonrası değerlemesi yapılmıştır. Piyasa araştırması yapılarak dönüşüme tabi daire, dükkân ve ofislerin fiyatları karşılaştırılmış ve gayrimenkul kâr oranlarının kentsel dönüşüm üzerinde etkisi belirlenmeye çalışılmıştır. Araştırmalar neticesinde kentsel dönüşümde riskli yapı bileşenleri listelenmiş ve bu bileşenlerin yapı değerlemesine etkileri tespit edilmiştir.
In this study it is aimed to investigate of urban transformation concept and the effect of transformation on building valuation. The historical process of the urban transformation in our country, current laws and regulations, and urban transformation projects and applications were investigated in Mersin province for the purpose of sampling. The risk parameters were determined by examining the structural components of the urban transformation projects and the effects of the transformation on the building valuation were investigated. Remanufacturing costs, item lists, work items, specification of work to be done of selected risky structures were prepared in the scope of architectural, construction, mechanical and electrical projects. Valuation of real estates was done before and after transformation. Market research has been conducted to compare prices of apartments, shops and offices which are subject to transformation, and the effect of real estate profit rates on urban transformation has been tried to be determined. As a result of the researches, risky structural components were determined and the effects of these components on the building valuation of urban transformation were examined.
