Çok Partili Hayata Geçiş Döneminde Ordu'da Seçimler ve Siyaset (1946-1950)

Abstract

Demokrasi; halkın kendi kendini yönetmesi, halk iktidarına dayalı siyasal bir sistemdir. Bu siyasal sitem oldukça uzun bir tarihi süreç sonucunda meydana gelmiştir. Bu sürecin sonu olan 19 yy'da Avrupa'da halk seçimler yoluyla iktidarı belirleyen en önemli güç haline gelmiştir. Aynı tarihlerde Osmanlı Devletinde de önemli gelişmeler yaşanmıştır. Halkın yönetimde söz sahibi olması için meclisler açılmış ve bu meclislerde her türlü meseleler görüşülmüştür. Bu gelişmeler meşruti yönetime geçmek için önemli adımlar olarak kabul edilmiştir. Tanzimat Fermanıyla yeni bir dönem başlamış, bölgesel nitelikli meclisler açılmış ve ilk kez seçim esası getirilmiştir. Osmanlı Devleti yerelinde siyasal açıdan atılan bu adımlar parlamenter sisteme geçişte faydalı olmuş ve bu deneyimlerle meşrutiyet dönemine geçilmiştir. II. Meşrutiyet döneminin en önemli siyasi gücü ve seçimlerin belirleyicisi İttihat ve Terakki olmuştur. Cumhuriyet dönemine gelindiğinde ise hem ülke genelinde hem Ordu'da siyasete ve seçimlere yön veren ana aktör Cumhuriyet Halk Partisidir. Ordu'da parti örgütlenmesi oldukça geniş bir ağa sahiptir. Bu durum ülke genelinde ve Ordu'da 1946 yılına kadar böyle devam etmiştir. İkinci Dünya savaşından sonra ortaya çıkan sosyal, kültürel ve siyasi gelişmeler tüm dünyada olduğu gibi Türkiye'de de etkisini göstermiştir. Savaş sonrası düzen içerisinde özgürlük, liberalizm ve demokrasi geniş ölçüde yayılmıştır. Türkiye'de bu yeni düzene ayak uydurmak için çok partili hayata geçmiştir. 1945 yılından sonra pek çok parti kurulmuştur. Bu partilerin en büyüğü ve kendini siyasi alanda kanıtlayanı Demokrat Parti olmuştur. Demokrat Parti ülke genelinde güçlenerek Ordu'da da şubesini açtı. 1946 yılına kadar iki kademeli olan seçim sistemi 1946 yılında tek dereceli olarak yapılmıştır. 1946 Genel seçimlerinde muhalefette kalan Demokrat Parti, gizli oy açık tasnif usulüyle yapılan 1950 seçimlerinde iktidarı eline almıştır. Böylece 27 yıllık Tek Parti hâkimiyeti 1950 seçimleriyle son bulmuştur. Tüm yurtta olduğu gibi Ordu'da da partiler seçim propagandalarını yapmış ve seçimler büyük katılımla gerçekleştirilmiştir.

Democracy is a political system, self-management of the people based on the people's power. This political system has come to fruition as a result of a log historical process. This is the end of the 19th century People become the most important power to determine election in Europe. In the same dates significiant developments have also occured in the Ottoman state. Parliaments were opened for the people to have a voice in the administration and all subjects were discused in these parliaments. These developments have been recognized as important steps for the purpose of legitimacy. A new era has begun with Tanzimat Ferman, parliaments opened in regional dimension and first election was held. These steps, which have taken place in locality of the Ottomon State have benefitted the parliamentary system from the past and The legitimacy period has been began passed with many experiences. İttihat and Terakki society became the most important political power and determier of election in the second legitimacy period. When the Republic comes to The Republican People's Party was the only major actor which gave direction to the elections and political power both in the country and in Ordu. The Party organizing had fairly wide as network in Ordu. This situation continued throughout the country and in Ordu until 1946. After the second World War, social, cultural, and political developments secmed to affect in Turkey. As the whole World, liberalizm, democracy, freedom spreaded widely in this system the war. Multi-party allegations have been passed to keep pace with this new system in Turkey. Many parties have been established since 1945. The Democrat Party is the biggest party of these parties that proves itself in the political position. The Demokrat Party strengthened all over the country and opened it branch in Ordu. In 1946 first-past-the past voting replaced two round system which had been used until date. Democrat Party which remained in the opposition.1946 elections come into power in 1950 elections which was made by secret ballot and open counting. So that 27 years of single party domination ended with the 1950 selection. Parties made propaganda for election and elections was made with great participation in Ordu as the whole country.
