İşkodra Vilayetinin İdari ve Sosyal Yapısı (1876-1912)

Abstract

İşkodra vilayeti kuzey Arnavutluk'un kültürel ve ekonomik merkezi olarak karşımıza çıkmaktadır. Vilayetin konumu sahip olduğu idari, askeri ve hukuki yapısında birtakım değişiklikleri beraberinde getirmiştir. İşkodra'nın coğrafi konumu nedeniyle ortaya çıkan özel durumuna vilayet içerisindeki bölgeler arası farklılıklar eklenmiştir. Bunun sonucunda vilayet hem idari hem de hukuki olarak farklı özelliklere ve ayrıcalıklara sahip idari birimlerden oluşmuştur. Draç sancağında tamamen uygulanmakta olan Osmanlı idari ve hukuki sistem, İşkodra sancağında yerini bölgede var olan geleneksel hukuki ve idari yapıya bırakmıştır. İşkodra sancağında görülmekte olan bu farklı yapı sebebiyle bölgenin Osmanlı otoritesi dışında kalmış olduğu ileri sürülmüştür. Ancak Osmanlı Devletinin bölgeye dair politikaları vilayette yaşanmış olan durum ile birlikte ele alınmalıdır. Vilayetteki idari ve hukuki farklılıkların temelinde oluşturulmuş olan askeri bir sistem olan dağlı idaresi yer almaktadır. Dağlı idaresi ile idari yapıda meydana gelen farklılıklar sayesinde bölge halkının Osmanlı Devleti'ne olan bağlılığı korunmuştur. Böylece farklı din ve mezheplere mensup ahali arasında gerçekleşen kültürel alışveriş hızlanmış, farklılıklarına rağmen bir arada hareket edebilen bir toplum oluşmuştur. Shkodra Province was considered as a cultural and economic centre of north Albania. The location of the province brought along several changes in the administrative, military and judicial structure. The unique status of Shkodra, which sprang from its geographical features, was further influenced by the differences among the sub-regions within the province. As a result, the province was a combination of several administrative units, each of which had its own administrative and judicial features and privileges. Ottoman law and administrative system in the sanjak of Durres were fully enforced while these were replaced by existing traditional legal and administrative structures in the province of Shkodra. It was speculated that the province was out of the Ottoman authority due to this diverse structure. However, the policies pursued by the Ottoman Empire should be considered in the light of events which took place in the province. The fundamentals of the administrative and judicial differences observed in the province laid in the mountain administration, which was essentially military. The difference in the administration, which emerged as a result of this mountain administration, enabled the loyalty of the local people to the Ottoman Empire. Accordingly, cultural exchanges between the local people, who belonged to different religions and churches, were accelerated and a community with a mutual aim was enabled. Key Words.
