Türkiye'de Güncel Tarımsal Sübvansiyon Uygulamaları ve Sübvansiyonlu Tarımsal Krediler

Abstract

Türkiye'de tarım sektörünün iç talebi yeterli düzeyde karşılayabilmesi ve sektörde fiyat istikrarının sağlanabilmesi amacıyla uzun yıllardır çeşitli arayış ve çalışmalar süregelmektedir. Ortaya konan bu çalışmaların ortak amacı tarımsal üretim hacmini arttırmak ve üretimde sürdürülebilirliği tesis etmektir. Türkiye'de tarım sektörünün istenen düzeye ulaşamamasının en önemli nedenlerinden biri temel tarımsal işletme sermayesinin yetersiz olmasıdır. Tarımsal üretimde sürdürülebilirliği sağlamanın yolu güçlü bir işletme sermayesine sahip olmaktan geçmektedir. Bu amaçla, ülkemizde tarım sektöründeki işletme sermayesi açığını gidermek amacıyla çeşitli sübvansiyon uygulamaları yürütülmektedir. Bu sübvansiyonlar, alan bazlı, üretim bazlı ve girdi bazlı olarak uygulanmakta; bununla birlikte yönlendirici yapısı nedeniyle çiftçinin verimli alanlara yönelmesini sağlayarak üretim ve kar marjını arttırıcı etkide bulunmaktadır. Ayrıca, tarımsal üretimle orantılı olacak şekilde, Türkiye Tarım Kredi Kooperatifleri ve T.C. Ziraat Bankası A.Ş. kanalıyla çiftçiye faiz indirimli tarımsal kredi desteği sunularak sermayenin temini ve geri ödemesi kolaylaştırılmaktadır. Türkiye'de tarımsal sübvansiyonlar ve sübvansiyonlu kredilere ilişkin yasal mevzuatın karmaşık yapısı ile bunlara ilişkin esas, koşul ve diğer unsurların sıklıkla değişmesi nedeniyle, sübvansiyonların hedef kitlesi konumundaki tarımsal üreticiler, kendilerine sunulan imkanlardan yeterince faydalanamamaktadır. Bu nedenle, çalışmada Türkiye'de çiftçilere sunulan tüm güncel sübvansiyon uygulamaları derlenerek, sade ve anlaşılır bir dille aktarılmaya çalışılmış ve çeşitli teşhis ve tavsiyelere yer verilmiştir. Çalışmada ayrıca, tarımsal desteklemelerin sektörünün ihtiyaçlarını karşılama noktasında ne düzeyde yeterli olduğunun üzerinde durulmuştur.There have been various attempts and studies ongoing for many years in Turkey, in order to improve the ability of the agricultural sector to adequately meet domestic demand and to provide price stability in agricultural sector. The common aim of these studies is to increase the volume of agricultural production and to establish sustainability in production. One of the most important causes of why the agricultural sector in Turkey has failed to achieve the desired level is the lack of basic farm working capital. The way to ensure sustainability in agricultural production is to have a strong working capital. To this end, various subsidies are being implemented in Turkey to eliminate the working capital deficit in the agricultural sector. These subsidies are implemented on a field-based, production-based and input-based basis, however, due to its guiding structure, it has the effect of increasing the production and profit margin by enabling the farmer to move to productive areas. Also, comparatively with agricultural production, Turkey Agricultural Credit Cooperatives and Ziraat Bank interest-reduced agricultural credit support is provided for farmers, by this way provision of and repayment of capital is facilitated. Agricultural producers that are the target group of subsidies, do not sufficiently benefit from the opportunities offered to them, due to the complex nature of the legislation related to agricultural subsidies and subsidized credits and frequent changes in the principles, conditions and other elements related to these in Turkey. Therefore, in this study all current subsidy practices offered to farmers in Turkey are compiled and presented in a simple and understandable language and various diagnoses and recommendations are included. In addition, the extent to which agricultural subsidies are sufficient to meet the needs of the sector is emphasized.
