İkinci Dünya Savaşı Sonrası Türkiye'de Çağdaş Müzik Politikaları (1945-1990)

Abstract

İkinci Dünya Savaşı sonrasından 1990 yılına kadar olan tarihsel süreç, Soğuk Savaş etkisinin doğrudan tüm dünyada hissedildiği özel bir dönemdir. Dünyada ve Türkiye'de değişen siyasal ortam, dönem şartlarının da etkisiyle bilimsel ve endüstriyel gelişimin hız kazanmasını sağlamış ve pek çok yönde değişimi beraberinde getirmiştir. Türkiye Cumhuriyeti Tarihi incelendiğinde yeni kurulan devletin hedefleri arasında yer alan müziğin önemli bir rol üstlendiği görülmektedir. Bu araştırmada, İkinci Dünya Savaşı sonrasında dünyada ve ülkemizde yaşanan ekonomik, siyasal ve sosyal durumlar gözetilerek, Türkiye Cumhuriyeti Tarihi'ndeki kültürel dönüşümünün aynası olması bakımından bu dönemin temel olayları, özellikleri, ülkenin koşulları ve uygulamaları ele alınmıştır. Bu bağlamda konumuzla ilgili olarak devletin müzik ile ilgili ne gibi çalışmalar yaptığı ve bu çalışmaların ne gibi sonuçlar doğurduğu belirlenmeye çalışılmıştır. Bu zaman dilimi içinde besteci ve müzisyenlerin nasıl yetiştiği, oluşturulan kurumların hangi şartlarda, nerede ve ne zaman kurulduğu, neler üretildiği ve donanımsal olarak neler yapıldığı tespit edilmeye çalışılmıştır. Ekonomik ve politik faktörlerin toplumun müziği üzerindeki etkilerinin, toplumların yaşayışının ve düzeninin belirlenmesi bakımından önemi kuşkusuzdur. Bu açıdan Türkiye'de müzik politikalarının ne olduğu, belirlenen hedef ve projelerin yerini bulup bulmadığı, tarih içindeki konumlarının tespiti amaçlanmaktadır. Geçmiş ve gelecek arasındaki bağlantıyı devam ettirmek, kalkınma ve gelişmiş dünya ülkeleri içinde yer almak açısından müzik politikalarının doğru işlemesinin büyük önemi bulunmaktadır. Bu bağlamda şu anda mevcut olan pek çok oluşumun var olma nedeni ve kültürel deneyimlerimizin dayanak noktaları belirlenmeye çalışılmıştır. Historical process of the Post-Second World War period lasting until 1990 was specific in the sense of which the effects of the cold war were felt throughout the whole world. The changing political environment in the world and in Turkey, in addition to the conditions of this specific period caused a rapid growth in scientific progress and industrialization which also brought a major shift in various fields. In this context, music played a major role among the targets of the new established Republic of Turkey. This research focuses on major events of this period as a reflection of cultural transformation through economic, social and political environment of Turkey and the world. Accordingly, the music policies of the new government and its consequences have been the main focal points of this research. In other words, state policies for establishing musical background and the consequences of these policies are also emphasized in the scope of this research. Understanding the conditions of rising musicians and composers and investigating the formations of musical institutions in terms of time and space during this historical process have also been analyzed within the context of this paper. Another emphasis in this research has been given to the progress in musical equipment and achievements in music during the same period. There is no doubt that the impact of economic and political factors on the music community is important for the communities in terms of their determination and order. In this regard, there is no reason that there are so many formations and cultural experiences basis, points, to maintain the link between the past and the future. Therefore, this paper intends to present whether these implemented projects reached their goals, by investigating the position and the development process of musical policies in a historical perspective.
