This article examines 'administrative science' studies in the Ottoman period, which has been neglected until today. The first section of the study focuses on the content analysis of administrative science books published during the last quarter of 19th century. The second part analyzes articles on administration published in Mulkiye, a journal, which was issued between 1909 and 1911. Ottoman history shows that the phenomenon of administration had already featured among significant topics of scientific studies in Turkey even prior to the establishment of the discipline of public administration.en_US
